عنوان فارسی تحلیل و اولویت‌بندی روش‌های تامین منابع مالی در پروژه‌ها ریلی درون‌شهری (مترو) ایران؛(مطالعه موردی پروژه خط ۷ مترو تهران)
چکیده فارسی مقاله انتخاب روش مناسب تامین منابع مالی و تهیه و تخصیص بودجه‌های عملیاتی و اجرایی برای انجام پروژه‌های زیربنایی بخصوص پروژه­های مترو، از چالش­های مهم شهرهای بزرگ می­باشد که به دلیل نبود چارچوب مناسب برای آن، علی­رغم صرف زمان و هزینه گزاف، نتیجه مطلوب را در بر ندارد. هدف از این تحقیق بررسی ویژگی­های تاثیرگذار بر پروژه­های مترویی و نیز انتخاب روش‌های تامین منابع مالی جهت کمک به انتخاب روش صحیح تامین مالی در پروژه‌های حمل‌ونقل ریلی درون‌شهری(مترو)  است، که پروژه خط 7 متروی تهران با همین هدف و در قلمرو مکانی اعلام‌شده - بخش کارفرمایی و پیمانکاری ـ مورد بررسی قرار گرفت، سپس با جمع‌آوری اطلاعات لازم از طریق پرسش نامه و مصاحبه ساختار یافته با خبرگان که از مدیران ارشد، مدیران مالی، سرمایه‌گذاری، حقوقی و قراردادی مرتبط با مترو می­باشد، با کمک نرم افزار Expert Choiceو تکنیکAHP، ضمن استخراج 12 ویژگی اصلی موثر بر تامین مالی پروژه­های مترو به عنوان معیارهای موثر بر تصمیم‌گیری؛ روش‌های متصور برای تامین منابع مالی پروژه‌های مترویی اولویت‌بندی گردیدند که به ترتیب اولویت شامل فاینانس، بیع متقابل Buy Back، BOT,LC ، فروش اوراق، یوزانس، وام بین‌المللی و در نهایت سرمایه‌گذاری مستقیم خارجی شدند. درپایان شرایط خط 7 متروی تهران با نتایج حاصل­شده مقایسه گردیده و مورد تحلیل قرار گرفت. نتیجه این تحقیق می­تواند برای پژوهشگران، فعالان عرصه تامین مالی، کارفرمایان و پیمانکاران EPC مورد استفاده قرار گیرد.

چکیده انگلیسی مقاله Choosing the right method of financing, preparing and allocating operational and executive budgets for infrastructure projects, especially metro projects, is one of the major challenges facing big cities, due to the lack of a suitable framework for it, despite the high cost and time, Does not have the desired result. The purpose of this research is to examine the characteristics of the metro projects and the choice of financial resources to assist in the selection of the proper financing method for metro projects, which is the project of Tehran Metro Line 7 with the same objective and in the realm - the section of the employer and the contractor- was examined, then by collecting the necessary information through a structured questionnaire and interview with experts who are senior executives, financial managers, investment, legal and contractor related to the metro, with the help of The Expert Choice software and the AHP technique, while extracting 12 main features affecting financing Sub-metropolitan areas as criteria for influencing decision making; prioritized methods for financing the metro projects were ranked in priority order, including Buy Back, BOT, LC, Sales of Bond, Usance, International Loans, and, finally, Foreign Direct Investment .  Finally, the conditions of Tehran Metro Line 7 were compared with the results and analyzed.
