عنوان فارسی بررسی مطلوبیت الحاق شهرهای پیرامونی به کلان‌شهر کرج به‌ مثابه راهبردی برای مدیریت یکپارچه شهری و منطقه‌ای
چکیده فارسی مقاله اهداف و زمینه‌ها: مدیریت شهری یکی از ارکان کلیدی حیات شهرها می‌باشد که چالش‌های گسترده‌ای پیرامون رویکردهای مرتبط با آن وجود دارد و این امر یکی از دغدغه‌های امروز کلان‌شهرها است. شهر کرج نیز از این قاعده مستثنا نیست یکی از رویکردهای موجود در این زمینه طرح الحاق مناطق پیرامونی شهر است تا بدین ترتیب مدیریت یکپارچه تقویت گردد. هدف کلان این پژوهش، وجود یا عدم وجود نیاز به الحاق شهرهای پیرامونی به کلان‌شهر کرج و نیز امکان یا عدم امکان تحقق الحاق با تکیه بر نظرات مجموعه مدیریت و نخبگان شهری و با توجه به نظریات معتبر پیرامون موضوع پروژه می‌باشد. روش‌شناسی: در این پژوهش با توجه به هدف و موضوع پژوهش از روش توصیفی تحلیلی استفاده گردیده است. یافته‌ها: در گام نخست طرح‌ها و برنامه‌های فرادستی در سطح منطقه، ناحیه و محلی بررسی گردید تا تمامی ابعاد و زوایا روشن گردد. سپس از منابع و مطالعات موجود داخلی و خارجی مرتبط با الحاق یا ایجاد شهرهای پیرامونی در سطح ملی و جهانی که منعکس‌کننده تجربیات، نقاط ضعف و قوت موجود پیرامون موضوع پژوهش می‌باشد، بهره‌گیری شد و با بررسی شاخص‌های کالبدی-فضایی، جمعیتی، اجتماعی‌-‌‌فرهنگی، اقتصادی، سیاسی‌-‌اداری، محیط‌زیستی، ترافیکی و خدماتی در کلان‌شهر کرج و شهرهای ماهدشت، محمد شهر، مشکین‌دشت، کمال شهر و گرمدره، به ارزیابی تمامی این شاخص‌ها در سه دهه گذشته پرداخته شد. درنهایت، بر تولید و ارایه سناریوها و انتخاب سناریوی برتر و نیز بر ارایه راهبردها و راهکارها و بیان محاسن و معایب سناریوی برتر متمرکز و سناریوی نهایی تأکید شد. نتیجه‌گیری: با توجه به یافته‌های تحقیق به نظر می‌رسد الحاق سنجیده کانون‌های نزدیک به کانون اصلی ازلحاظ مدیریت، بهترین راهکار تقویت یکپارچگی مدیریت شهری و منطقه‌ای است همچنین توجه و تأکید بر روی سه عامل اجتماعی-فرهنگی، خدماتی و سیاسی-اداری به‌منظور ایجاد عزم الحاق و جلوگیری از تبعات منفی و گسترده در صورت عملیاتی شدن الحاق، الزامی و ضروری می‌باشد.

عنوان انگلیسی Evaluation of the Utility of Satellite Cities Annexation to Karaj Metropolitan as a Strategy for Urban and Regional Integrated Management
چکیده انگلیسی مقاله Aims & Backgrounds: Urban management is one of the pivotal elements of urban life, which has wide-ranging challenges surrounding its approaches; so that, it is one of the major concerns of metropolitan cities and the city of Karaj as well. One of the approaches is the annexation of the peripheral regions of the city in order to strengthen integrated management. The grand objective of this research is the existence or absence of the need for the annexation of peripheral cities to the Karaj metropolis, and also the possibility or impossibility of realization of the merger based on the views of the management and urban elite community and according to valid opinions about the subject of the project. Methodology: examine the plans and programs at the regional, district and local levels in order to clarify all the aspects of problems. Findings: In the next step, the available internal and external resources and studies in connection with the annexation or creation of satellite cities at the national and global levels reflecting the experiences, strengths and weaknesses surrounding the research subject  were used then, the indicators  including  physical - spatial, demographic, socio-cultural, economic, political - administrative, environmental, traffic and services in the metropolises in the Karaj metropolis and the cities of Mahdasht, Mohammad Shahr, Meshkin dasht, Kemal Shahr and Garmdareh, were evaluated using related statistical tests during the last three decades and the final part of the research focused on producing and presenting scenarios and choosing the best scenario. Conclusion: According to the outcomes of the research, it seems that conscious annexation of the Centers that are close to the main core, From the point of view of management, Is the best way to strengthen the integrity of urban and regional management.
