عنوان فارسی سنجش رضایتمندی روستاییان از عملکرد دهیاریها با رویکرد حکمروایی خوب روستایی (مطالعه موردی: روستاهای دهستان جنوبی- شهرستان گرگان)
چکیده فارسی مقاله حکمروایی روستایی به عنوان رویکردی در مقابل حکومت روستایی در نظام اداره و کنترل امور روستایی محسوب می شود و فرآیندی است که بر اساس کنش متقابل میان سازمانها و نهادهای رسمی اداره روستا و سازمانها و تشکلهای جامعه مدنی و بخش خصوصی شکل می گیرد. امروزه با گسترش مفاهیم مشارکتی و حکومتهای محلی، دولت های تمرکزگرا عملا در پاسخگویی به نیازها و حقوق اجتماعی،سیاسی و مدنی روستاییان دچار چالش شده اند. با توجه به اینکه در حال حاضریکی از چالش های بنیادین روستایی، توسعه مشروعیت در اداره روستاهابه عنوان عرصه زندگی خیل عظیمی از جمعیت و بستری برای پایداری تمدن امروزی، تغییراتی را در نحوه اداره خودمی طلبند. هدف این مقاله سنجش رضایت روستاییان از عملکرد دهیاری‌ها 16 روستای دهستان جنوبی شهرستان گرگان می باشد. برای این هدف، ابتدا به بررسی حکمروایی روستایی و جایگاه آن در صیانت از حقوق روستاییان و سپس به سنجش رضایت روستاییان از عملکرد دهیاری براساس چهار مولفه کارایی مشارکت، عملکردی، برابری، پاسخگویی و 29 شاخص برای این مولفه‌هابا استفاده از پرسشنامه در بین روستاییان منطقه مورد مطالعه پرداخته شد. نتایج تحقیق نشان می‌دهد در صورت تحقق حکمروایی خوب روستایی، می توان امیدوار به صیانت از حقوق روستاییان بود. همچنین سنجش وضعیت رضایت روستاییان از عملکرد دهیاری‌ها در روستاهای دهستان جنوبی شهرستان گرگان نشان داد که به صورت کلی رضایت از دهیاری‌ها در این دهستان در وضعیت مطلوبی قرار دارد.

چکیده انگلیسی مقاله The Villagers’ Satisfaction of Dehyari (Rural Management Unit) Performance with good governance approach (The case study: the villages of south district Gorgan city) Abstract Rural governance as an approach to manage the affairs of the village in the rural areas and a process that form based on the interaction of formal organizations and village organizations and civil society and the private sector. Today the concept of participatory development and local government, Centralist governments to respond effectively to the needs and rights, civil and political challenges of the villagers have been. Note that the spreading of the basic challenges of rural development in the rural areas, as the legitimacy of thousands of lives and hospitalized population to sustain modern civilization, require changes in our management. The purpose of this paper is to measure the Villagers satisfaction of the performance of Dehyari in 16 Village the district southern city of Gorgan. For this purpose, first governance of the village and its position in protecting the rights of the villagers and the villagers are satisfied assay village managers performance based on four factors contribute to the efficiency, performance, equity, accountability, and 29 indicators with questionnaire among rural area were studied. The results show good governance in the rural, we hope to protect the rights of the villagers. Also measure the satisfaction villagers of village managers in the village south of the city of Gorgan, showed that overall satisfaction in this district are in good condition.
