عنوان فارسی طراحی الگوی روش‌شناختی کاربرد برنامه‌ریزی فرض‌بنیاد در مطالعات توسعه منطقه‌ای
چکیده فارسی مقاله در آغاز هزاره سوم متون برنامه‌ریزی از مفاهیم پیش‌بینی، آینده‌نگری و کشف آینده عبور کرده و به حوزه آینده‌پژوهی و آینده‌نگاری رسیده است. در برنامه‌ریزی توسعه منطقه‌ای، شناسایی عدم قطعیت‌های آینده و فرض‌های بنیادینی که برنامه‌های بلندمدت بر پایه آن‌ها طراحی شده است، از مهم‌ترین زمینه‌های شناسایی مشکلات و چالش‌های پیش روی سندهای توسعه‌ای است. پسابرنامه‌ریزی نیز موفقیت یا عدم موفقیت سیاست و برنامه تدوین‌شده در افق زمانی آینده را ارزیابی می‌کند. برنامه‌ریزی فرض‌بنیاد (ABP) یکی از روش‌های پسابرنامه‌ریزی است که می‌توان به کمک آن برنامه‌های پابرجا‏ و انطباق‌پذیر‏ تهیه کرد. این تحقیق از نظر نوع تحقیق، ترکیبی از روش‌های اسنادی و پیمایشی است و از نظر ماهیت بر اساس روش‌های جدید علم آینده‌پژوهی، تحلیلی و اکتشافی است که با ترکیبی از مدل‌های کمی و کیفی انجام گرفته است. برای جمع‌آوری اطلاعات ابزار پرسشنامه و فن دلفی به‌کار گرفته شده است و پرسشنامه‌ها صرفاً از متخصصان توسعه و برنامه‌ریزی که به مسائل توسعه منطقه احاطه دارند، تکمیل شده است. به این ترتیب میزان همبستگی میان هر راهبرد با عدم قطعیت‌ها با استخراج نظرهای خبرگان از دو پرسشنامه (پرسشنامه راهبردها، پرسشنامه عدم قطعیت‌ها) محاسبه شد. نتایج مطالعه نشان داد بهره‌گیری از روش برنامه‌ریزی فرض‌بنیاد، می‌تواند در برنامه‌های توسعه منطقه‌ای به‌کار گرفته شود، که این امر به برنامه‌ریزان کمک می‌کند تا اجماع و تعهد به خروجی‌ها تحقق یابد. در نتیجه با بهره‌گیری از روش برنامه‌ریزی فرض‌بنیاد می‌توان ضعف‌ها و چشم‌پوشی‌هایی را که در برنامه‌های توسعه بلندمدت منطقه‌ای وجود دارد، شناسایی و بازبینی کرد.

عنوان انگلیسی Providing a Methodological Model for the Application of Assumption Based Planningin Regional Development Studies
چکیده انگلیسی مقاله The planning literature has passed the prediction, forecasting and exploration of future concepts and has reached to futurology and foresight. Regional development planning is not exempt from this and needs a futuristic approach in order to be used after being planned. Identifying the future uncertainties and the underlying assumptions in the regional development planning by which the long-term plans have been established, is one of the most important main fields in the identification of problems and facing challenges of development documents. Post-planning also deals with the success or failure evaluation of the developed policy and planning in the future time horizon. Assumption Based Planning (ABP) is one of the post-planning methods, which could be used in preparing stable and compatible programs. This research is a combination of documentary and surveying methods in terms of the research type and is analytical and exploratory based on the new methods of futurology science in terms of the research nature which is conducted by a combination of qualitative and quantitative models. Data collection methods and techniques Delphi questionnaire was used and questionnaires are experts in developing and development issues surrounding region During two separate questionnaires have been completed. In this way, the correlation between each strategy uncertainty with mining experts from both questioners (strategies, inventory uncertainty) is calculated. The results show which areas are considered the most vulnerable strategies. Analysis of the results indicate that utilizing the ABP could be implemented in the regional development planning, which helps planners to have a consensus and commitment to the output. Thus, weaknesses and waivers existing in the long-term regional development planning could be identified and reviewed by utilizing the ABP.
