عنوان فارسی مفاهیم، رویکردها و روش‌های نگاشت نهادی (با تأکید بر مطالعات نظام نوآوری)
چکیده فارسی مقاله استفاده از نگاشت نهادی در مطالعات نظام نوآوری رویکردی است که ضمن شناسایی ضعف‌ها و خلأهای نهادیِ نظام، ابزار مفیدی نیز برای یادگیری سیاستی به دست می‌دهد. هدف این مقاله، مطالعه مفاهیم، رویکردها و روش‌های گوناگون نگاشت نهادی است که در مطالعات نظام نوآوری به‌کار می‌رود. برای این منظور ابتدا به گردآوری و مطالعه پژوهش‌هایی که با روش نگاشت نهادی انجام شده است، می‌پردازیم و سپس روش‌های به‌کار رفته در این پژوهش‌ها را تحلیل می‌کنیم. یافته‌های این پژوهش نشان می‌دهد که بیشتر مطالعات با رویکرد نگاشت نهادی از سه روش برای ترسیم نگاشت نهادی در نظام ملی نوآوری استفاده می‌کنند. نخست روش «سازمان توسعه و همکاری‌های اقتصادی» که استفاده از کارکردهای نظام ملی نوآوری است؛ دوم روش «کاپرون، سینسرا و بیکار» که استفاده از ماتریس‌های چهارگانه «اهداف- ابزارها»، «نهاد- ابزار»، «تعاملات نهادی» و «هدف- نهاد» است و سوم «استفاده توأم از کارکردهای نظام ملی نوآوری و ماتریس‌های چهارگانه به ویژه ماتریس نهاد- کارکرد» است. تعدادی از مطالعات نیز از ترکیب هر دو روش استفاده کرده‌اند. یک روش دقیق برای نگاشت نهادی می‌تواند با برشمردن کارکردهای نظام ملی نوآوری در یک حوزه معین شروع شود و سپس با تبیین هدف‌ها، ابزارها و تعاملات نهادی تکمیل گردد.

چکیده انگلیسی مقاله Utilizing the institutional mapping approach in innovation system studies, in addition to identifying institutional weaknesses and gaps of the systems, provides a beneficial tool for policy learning. the purpose of this paper is to study the concepts, approaches and various methods of institutional mapping which are used in innovation system studies. To attain this purpose, first, we review the researches which are performed by means of institutional mapping method and then we will analyze the methods which are used in these researches. The findings of the study indicate that in the majority of studies, which were performed by means of institutional mapping approach, there are three methods used in representing the institutional mapping of national innovation system. The first method which has been used by the Organization for Economic Cooperation and Development (OECD) applies the national innovation system's functions. The second one, the Carpon, Cincera and Bikar method which uses quad-matrices of "objectives-instruments", "institutions-instruments", "institutional interactions" and "objective-institution". The third method acts by combining the national innovation system's functions with the before-mentioned matrixes, particularly the "institutions-instruments" matrix. Also in some researches, the both methods have been applied. We believe that determining a precise institutional mapping method can be initialized through enumerating the national innovation system's functions and finally can be accomplished by explicating the objectives, instruments and institutional interactions.
