عنوان فارسی تبیین مفهوم رقابت‌پذیری در حوزه پژوهش و فناوری
چکیده فارسی مقاله یکی از عوامل مهم و اثرگذار در رتبه رقابت‌پذیری کشورها، پژوهش و فناوری است، چراکه امروزه فناوری، رقابت‌پذیری در سطوح مختلف را بیش از پیش تحت‌تأثیر قرار داده و دستیابی به رقابت‌پذیری از طریق فناوری نیازمند نوآوری فناورانه است. از آنجاکه پیش‌نیاز نوآوری فناورانه، پژوهش و فناوری است در نتیجه رقابت‌پذیری پژوهش و فناوری در کسب مزیت رقابتی ناشی از فناوری، الزامی راهبردی است. براین مبنا تأکید بر نقش پژوهش و فناوری در افزایش شاخص رقابت‌پذیری کشورها، بدون توجه به رقابت‌پذیری پژوهش و فناوری، معنایی نخواهد داشت. رقابت‌پذیری پژوهش و فناوری یکی از زمینه‌هایی است که با وجود اهمیت آن و سرمایه‌گذاری سنگینی که کشور روی توسعه دانش بنیان انجام داده تاکنون کمتر به آن پرداخته شده است. به همین منظور در این مقاله به تبیین مفهوم رقابت‌پذیری برای پژوهش و فناوری پرداخته شده است. برای این منظور، ابتدا به بررسی مفهوم رقابت و رقابت‌پذیری و سطوح مختلف رقابت‌پذیری پرداخته شده و سپس سطوح مختلف رقابت‌پذیری پژوهش و فناوری در چهار سطح ملی، میان‌بخش‌ها، درون‌بخش‌ها و در سطح حوزه‌های شایستگی فناورانه تشریح شده است. در پایان نیز به ارائه رهنمودهای مدیریتی و نتیجه‌گیری پرداخته شده است.

چکیده انگلیسی مقاله Explaining the Concept of Competitiveness in Research and Technology:One of the major and affective factors influencing competitiveness ranking of countries is research and technology and this is because of today technology increasingly has influenced different levels of competitiveness, and achieving competitiveness through technology requires technological innovation. As research and technology is a prerequisite for technological innovation, then, research and technology competitiveness is a strategic eligible for seizing competitive advantage through technology. Hence, emphasize on the role of research and technology to increase the competitiveness index of countries, regardless of the competitiveness of its research and technology would not make sense. Research and technology competitiveness is an area that despite its importance and its heavy investment on knowledge-based development by Iran's government, so far has been little studied. The purpose of this article is to explain the concept of competitiveness for research and technology. Accordingly, first, the concept of competition and competitiveness and different levels of competitiveness is are reviewed and then, the different levels of research and technology competitiveness in four levels of national, between sectors and within sectors and technological competence areas are described. Finally, some implication are provided for managers and conclusion is drawn from the discussion
