عنوان فارسی ارائه الگویی برای ارزیابی و تحلیل قدرت نظامی کشورها
چکیده فارسی مقاله تحقیق­ های موجود در زمینه ارزیابی و رتبه ­بندی کشورها از نظر قدرت نظامی دارای اشکال­ ها و ضعف‌های فراوانی است که از آن جمله می‌توان به استفاده از شاخص‌ها و وزن­ های سفارشی و بهره‌ گیری از الگوریتمی ساده برای رتبه‌بندی (مانند میانگین‌گیری) اشاره نمود که درنتیجه از اعتبار، مطلوب­ بودن و جامع­ بودن مناسبی برای کشور برخوردار نخواهد بود. علاوه براین، سنجش و ارزیابی قدرت نظامی کشورها نیازمند درنظرگرفتن معیارهای متعدد و متنوع کمی و کیفی است که در نتیجه بهره­ گیری از روش­ها و الگو‌های نوین تصمیم‌ گیری با رویکرد ترکیبی را انکارناپذیر جلوه می‌دهد. بنابراین، تحقیق حاضر با هدف ارائه الگو و چهارچوبی علمی برای سنجش و ارزیابی قدرت نظامی کشورها با کمک شاخص‌ها و وزن­ های بومی‌شده انجام پذیرفته تا ضمن شناخت جایگاه فعلی کشورهای مختلف، امکان مقایسه و تحلیل نقاط ضعف و قوت آن‌ها به­ منظور بهره‌ گیری در تهدیدها و جنگ‌های احتمالی آینده فراهم شود. برای این منظور، در گام اول با بررسی پیشینه تحقیق، 30 معیار مؤثر شناسایی و پس از انجام سه مرحله فرایند دلفی 12 معیار اثرگذار انتخاب گردیدند. سپس با کمک روش نمونه ­گیری هدفمند و نظرسنجی از 42 نفر از فرماندهان و مدیران ارشد سازمانی و بهره‌گیری از فن (تکنیک) تحلیل سلسله ­مراتبی، وزن‌های معیارها استخراج گردید. در ادامه و برای تشریح کامل الگوی پیشنهادی، 18 کشور دارای مرز آبی و خاکی با ج.ا.ایران به همراه آمریکا و رژیم صهیونیستی به­ عنوان گزینه ­های تحقیق انتخاب و با کمک فن پرامیتی ارزیابی و رتبه‌بندی گردیدند. در انتها نیز با کمک قابلیت‌ها و ابزارهای تحلیلی و گرافیکی، وضعیت کشورها را در قیاس با سایر گزینه‌ها و به­ تفکیک معیارهای مختلف بررسی نموده و پیشنهادهای کاربردی برای افزایش قدرت تحلیل و بهبود توان نظامی ج.ا.ایران ارائه گردیده است.

چکیده انگلیسی مقاله Present research on assessing and ranking of countries in terms of military power has many downsides and weaknesses, including the use of customized indicators and weights, and the use of a simple algorithm for rating (such as averaging) pointing which, as a result, will not have the credibility, desirability, and integrity of the country. In addition, the assessment and valuation of the military power of countries requires the reflection on a variety of quantitative and qualitative criteria that will undeniably result in the use of new methods and models of decision making with a hybrid approach. Therefore, the present research aims to provide a scientific framework for assessing and evaluating the military power of countries with the aid of the localized indices and weights, so as to know the current status of different countries, it is possible to compare and analyze their weaknesses and strengths in order to exploit them in possible threats and future wars. For this purpose, 30 effective measures were identified in the first step by examining the research background, and after the three steps of the Delphi process, 12 effective measures were selected. Then, with the help of purposeful sampling and a survey of 42 commanders and senior managers of the organization and using the hierarchical analysis technique, weights of the criteria were extracted. In order to fully describe the proposed model, 18 countries with a water and land border with Islamic Republic of Iran, along with the United States and the Zionist regime were selected as research options and evaluated and ranked with the help of Promethee technique. Finally, with the help of analytical and graphical capabilities and tools, the status of countries is reviewed in comparison with other options and different criteria, and suggestions are made to increase the power of analysis and improve the military capabilities of the I.R of Iran.
