عنوان فارسی ارزیابی ریسک جنبه‌های محیط زیستی ساخت مخازن نفت خام قشم در فاز ساختمانی
چکیده فارسی مقاله ارزیابی ریسک جنبه‌های محیط‌زیستی ساخت مخازن نفت خام قشم در فاز ساختمانی     مهدی رحمتی سایه1، ساجده مدنی*2   1 کارشناس ارشد مدیریت محیط زیست، شرکت ملی پخش فرآورده‌های نفتی ایران، منطقه تهران، ایران 2 کارشناس پژوهشی، پژوهشکده محیط‌زیست جهاد دانشگاهی، رشت، گیلان، ایران   (تاریخ دریافت: 17/01/1396؛ تاریخ تصویب: 09/07/1397)       چکیده هدف از این مطالعه، ارزیابی جنبه‌های محیط‌زیستی ساخت مخازن نفت خام قشم در فاز ساختمانی به منظور ارایه راهکارهای کاهش آثار سوء است. با توجه به این‌که احداث پایانه نفتی قشم در فاز ساختمانی اولیه است، سعی شده است تا با پایش و ممیزی محیط‌زیستی، شرایط برای استقرار سیستم مدیریت محیط‌زیستی فراهم آورده شود. در این مقاله، از روش چک‌لیست و طوفان ذهنی (ارزیابی ریسک به روش FMEA) نسبت به شناسایی جنبه‌های محیط‌زیستی، اندازه‌گیری‌های محیط‌زیستی، پایش آن‌ها در طول انجام پروژه و در نهایت ارزیابی آن‌ها پرداخته شده است. در این مطالعه تعداد 11 فعالیت مهم شناسایی شد که از بین فعالیت‌های جاری در سایت، غیرمهندسی بودن تجهیزات و روش‌های جاری در سوخت‌گیری تجهیزات سبب شده تا عدد اولویت ریسک محیط‌زیستی آن 120 باشد. استفاده از چاه جاذب در ابتدای پروژه و آلودگی خاک به پساب انسانی سبب شده تا این جنبه با کسب امتیاز 560 بیشترین تاثیر منفی را بر روی محیط‌زیست داشته باشد. جمع‌آوری دیر هنگام ضایعات فلزی سند بلاست‌ها از یک سو سبب آلودگی خاک شده و از سوی دیگر سرویس نشدن به موقع بگ فیلتر دستگاه بچینگ سبب شده تا آلوگی خاک و هوا از بارزترین اثرات جنبه‌های محیط‌زیستی فعالیت‌های مرتبط با موارد مذکور باشد. با توجه به بالا بودن اکثر ریسک‌های به‌دست آمده، اقدام‌های اصلاحی براساس نظر کارشناسی در جهت کاهش ریسک‌ها ارایه شد.         کلید واژه‌‌ها: ارزیابی جنبه‌های محیط‌زیستی، مخازن نفتی، FMEA، قشم           *نویسنده مسئول:                                                                                           Email: sajedemadani@gmail.com

چکیده انگلیسی مقاله Environmental Risk Assessment Aspects of the Production of Crude Oil Tanks of Qeshm in the Construction Phase to Present Some Solutions to Reduce the Adverse Effects       1Rahmati Sayeh, M.; 2*Madani, S.   1      Master of Science in Environmental Management, National Iranian Oil Products Distribution Company, Tehran, Iran 2      Environmental Research Institute, Academic Center for Education, Cultural Research (ACECR), Rasht, Iran   (Received: 2017/04/06; Accepted: 2018/10/02)       Abstract The purpose of this study is assessing environmental aspects of the crude oil tanks production of Qeshm in the construction phase, to provide the strategies for reducing adverse effects. Due to construction of the Qeshm oil terminal in the initial construction phase, the conditions of establishing the environmental management system is provided by environmental monitoring and audit. In this paper, the checklist and brainstorm methods (FMEA risk assessment method) were used to identify the environmental aspects, environmental measurements, monitoring during the project accomplishment, and finally the project assessment. In this study, 11 important activities were identified which among the current activities in the site, the non-engineering equipments and current methods in the refuelling equipments caused the environmental risk priority number is 120. The use of absorbing well at the beginning of the project and soil contamination by human waste caused this aspect has the greatest negative impact on the environment by earning the score of 560. The late collect of scrap metal sandblasting led to soil contamination, on the one hand, and Failure to service bag filter batching system on time makes the soil and air pollution is one of the most significant environmental effects of the related activities to the above.
