چکیده فارسی مقاله در سازمان‌های نظامی و انتظامی، اعتبار نگه داشت نقش بسزایی در افزایش میزان کارایی مأموریتی آن‌ها دارد. بودجه در شکل نوین آن نه‌تنها یک ابزار مدیریت محسوب می‌گردد بلکه از اهم موضوعات سیاسی، اقتصادی، فرهنگی و اجتماعی و نیز مدیریت شهری محسوب شده و اهمیت آن در حکومت‌ها اعم از ملی و یا محلی چشم‌گیر، روزافزون و غیرقابل‌انکار است در این تحقیق به بررسی چالش‌های واگذاری اعتبارات آماد ناجا پرداخته ‌شده است. این تحقیق از نوع توصیفی تحلیلی بوده و از دو روش کتابخانه‌ای و میدانی برای جمع‌آوری اطلاعات استفاده‌شده است. جامعه آماری این تحقیق شامل معاونین آماد استان‌ها، مدیران و کارشناسان ستاد معاونت آماد و پشتیبانی ناجا به تعداد 70نفر می باشد که از تمام آنها جمع آوری اطلاعات صورت گرفته شده است می‌باشد برای جمع‌آوری اطلاعات میدانی از پرسشنامه استفاده شد که نتایج آن مورد تجزیه‌وتحلیل قرار گرفت و مشخص گردید که چالش‌های واگذاری اعتبارات آماد ناجا ازنظر زمان، چرخه واگذاری، از وضعیت مناسبی برخوردار است و میزان اعتبار واگذاری در حد متوسط می‌باشد که ارتقاء این مؤلفه تأثیر زیادی در کارآمدی اعتبارات آماد ناجا دارد.«بودجه» درشکل نوین آن نه تنهایک ابزارمدیریت محسوب می گرددبلکه ازاهم موضوعات سیاسی،اقتصادی،فرهنگی و اجتماعی ونیزمدیریت شهری محسوب شده واهمیت آن درحکومتهااعم ازملی ویامحلی چشمگیر،روزافزون وغیرقابل انکار است در این تحقیق به بررسی چالشهای واگذاری اعتبارات آماد ناجاپرداخته شده است. این تحقیق از نوع توصیفی تحلیلی بوده و از دو روش کتابخانه‌ای و میدانی برای جمع آوری اطلاعات استفاده شده است. جامعه آماری این تحقیق شامل معاونین آماد استانها،مدیران و کارشناسان ستاد معاونت آماد و پشتیبانی ناجا می باشد برای جمع آوری اطلاعات میدانی از پرسشنامه مبتنی بر مدار تحقیق استفاده شد که نتایج آن مورد تجزیه و تحلیل قرار گرفت و مشخص گردید که چالشهایواگذاری اعتباارت آماد ناجا از نظر زمان ، چرخه واگذاری، از وضعیت مناسبی برخوردار است و میزان اعتبار واگذاری در حد متوسط می‌باشد که ارتقاء این مولفه تاثیر زیادی درکارآمدی اعتبارات آمادناجا دارد. این تحقیق به دنبال این است که موانع واقعی از ابعاد بیرونی و درون سازمانی را در واگذاری اعتبارات نگهداشت امورآمادی را شناسایی نموده تا با ایجاد بستر مناسب بتوان این موانع را برطرف و موجب عملکرد بهتر مدیریت و بهبود نحوه تخصیص منابع گردد.

چکیده انگلیسی مقاله The role of the budget as an effective and important means in achieving organizational goals and carrying out the allotted mission.in army and police organization credit reservation has an important role in increasing mission efficiency.Budget in its modern definition not only regarded as an management tools but also as an important political, economic, cultural, social and city managerial factor. It’s eminent role in regimes whothon national or regional is undeniable and increasingly evident the present study focused on the challenger regarding grantiny police logistic credits. This is a descriptive analysis reserved and field and library. Method used to gather data. The statistic population of the research include specialist of logistic deputy for police headquarter, managers, police logistic deputy specialist. Questionnaire used in order to gather data. The analysis results of the questionnaire revealed that the challenges regarding credit assigning of police is fair and acceptable based on the time and assigning cycle and the rate of assigningcredit is average. Upgrading those factors has great amount of effect on the efficiencies of police logistic."Budget" in its new form is not only a tool of management, which is regarded as political, economic, cultural and social and urban management, and its importance in the state of the vital, vital, increasing and unreasonable denial In this study, the challenges of the transfer of credit have been addressed. This research is descriptive-analytic and has been used for collecting data using library and field methods. The statistical population of this research includes the provincial deputies, managers and experts of the NAJA Chief of Staff. To collect the field information, a questionnaire based on the research circuit was used. The results of this study were analyzed and it was determined that the challenges of the development of the Amad-e-NAqA in terms of time, transfer cycle are in a good position and the degree of divestiture is moderate. The upgrade of this component has a huge impact on the efficiency of credit. The research seeks to identify the real barriers to the external and internal dimensions of the transfer of funds for the maintenance of economic activities, in order to overcome these obstacles by creating a suitable platform for better management of resources and better allocation of resources.
