عنوان فارسی نسبت بین سبک زندگی، قوانین جزایی و نگرش به پلیس در شهر تهران
چکیده فارسی مقاله پژوهش حاضر با هدف دستیابی به توصیفی از وضعیت سبک زندگی در جامعه شهری تهران و ارائه راهکارهایی برای ارتقاء نگرش مردم نسبت به نیروی انتظامی در ارتباط این سبک های زندگی با قوانین صورت گرفته است. اتکای پژوهش به لحاظ روش شناختی بر مطالعه اسنادی پژوهش های انجام شده در سال های اخیر برای دستیابی به توصیف سبک زندگی بوده است و برای دستیابی به راهکارها برای تنظیم رابطه پلیس و سبک زندگی به کمک قوانین، مصاحبه با 15 تن از متخصصان در حوزه های علوم اجتماعی، حقوق و قضاوت صورت گرفته است. سبک زندگی در شرایط کنونی را در جامعه شهری تهران، می توان دارای وضعیتی آنومیک دانست. وضعیتی که در آن ارزش های اخلاقی جامعه قطعیت خود را از دست داده اند و با شرایط سستی هنجارها مواجه هستیم. شرایطی که به دنبال خود بروز بحران های اخلاقی، شدت یافتن خشونت در جامعه، کاهش اعتماد و سرمایه های اجتماعی، غیر قابل پیش بینی شدن رفتار افراد و تکثری در زندگی افراد و جامعه را می آورد. در چنین شرایطی توصیف درست وضعیت برای قانونگذار و مطالبه گری از او، کم کردن بار مسئولیت پلیس و سپردن مسئولیت به سایر نهادها، جرم زدایی از بسیاری از عناوین مجرمانه، حرکت به سمت قوانین متکثر به جای قوانین ملی، اجرای کامل قوانین و ارائه چهره مهربان و مداراگر از پلیس راهکارهایی است که می تواند به افزایش اقتدار پلیس در عین افزایش کارآمدی آن بیفزاید و این مسئله به دنبال خود ارتقای نگرش مردم به پلیس را به دنبال خواهد داشت. تامل بیشتر در لوایحی چون لایحه جرم زدایی، لایحه پیشگیری از وقوع جرم و لایحه پلیس قضایی از همین منظر ضروری است.

چکیده انگلیسی مقاله The present research has been conducted aimed at describing lifestyle status in Tehran urban society and offering approaches for promoting public's vision toward police forces, while considering the relationship between these lifestyles and laws. The research, in terms of methodology, relies on documentary survey of the researches conducted over the recent years to achieve a description of lifestyle. It also aims at achieving approaches for adjusting the relationship between police and lifestyle through using law. In this regard, 15 experts active in social sciences, law and judgment were interviewed. At present circumstances, lifestyle in Tehran urban society may be considered to be in an anomic situation, where moral values of the society are not dominant, but the norms are so fragile. These circumstances bring about moral crises, violence intensification, reduction of social trust and capital, unpredictable behavior of individuals, and plurality in their lives and the society as well. In such circumstances, proper description of the situation for lawmaker and demanding from him, reducing the burden of police and commissioning responsibilities to other organs, decriminalizing many criminal titles, movement toward pluralist laws rather than national laws, full implementation of laws, and introducing a kind and lenient image of police are all among the solutions that can bring about police jurisdiction and efficiency, which will in turn will lead to improvement of public's vision toward police. More accurate consideration of bills such as decriminalization bill, crime prevention bill, and judicial police law is so essential. Keywords: Lifestyle, law, NAJA, social capital, social trust, decriminalization Abstract 152 Societal Security Studies vestment in East Azarbaijan is a little bit higher than that of West Azarbaijan. The level of security feeling in the two provinces is a little bit lower than average which emanates from the existing low level of political security of this variable. The results of the regression model indicate that social security variable has not managed to clarify and forecast willingness for investment.
