عنوان فارسی بررسی و مقایسه تطبیقی قانون مبارزه با مواد مخدر، پیش‌سازها و روان‌گردان‌ها در ج.ا.ایران با برخی کشورهای همسایه و چالش‌های موجود در منطقه
چکیده فارسی مقاله چکیده: زمینه و هدف: تحقیق حاضر به بررسی اجمالی قوانین حاکم در مبارزه با مواد مخدر در ایران و برخی کشورهای همسایه و چالش‌های موجود در منطقه پرداخته است. امروزه مواد مخدر، پیش‌سازها و روان‌گردان‌ها از اصلی‌ترین معضلات جوامع بشری به شمار می‌روند. با توجه به همسایگی ایران با کشورهای درگیر با موضوع کشت، تولید، توزیع، قاچاق و سوءمصرف مواد مخدر، یقیناً قوانین حاکم در این کشورها در روند سرازیر شدن مواد مخدر و پیش‌سازهای تولید مواد روان‌گردان به ایران و به دام انداختن جوانان مرزوبوم در منجلاب اعتیاد، تأثیرات بسزایی خواهد داشت. روش تحقیق: مقاله حاضر با استفاده از روش توصیفی- تحلیلی و با استفاده از منابع کتابخانه‌ای و الکترونیکی انجام شده است. یافته‌ها: یافته‌ها نشان می‌دهد ایران به خاطر قرار گرفتن در مجاورت بزرگ‌ترین کانون تولید مواد افیونی، ناآرامی در کشورهای هم‌جوار از جمله عراق، واقع‌شدن در مسیر ترانزیت بالکان و.... حساس‌ترین موقعیت ژئوپلیتیکی را در میان کشورهای منطقه و حتی جهان دارد. از طرفی دیگر وضع قوانین ساده و سهل در خصوص مواد مخدر و روان‌گردان، عدم اجرای اصولی آن در کشورهای همسایه و همچنین عدم تناسب جرم و مجازات در این کشورها باعث گردیده تا علاوه بر گسترش اعتیاد و قاچاق مواد مخدر در بین همسایگان غربی و شرقی، تبعات ناشی از آن دامن‌گیر جمهوری اسلامی ایران نیز شود. نتیجه‌گیری: نتایج حاصله نشان می‌دهد که نوعی ناهماهنگی بین قوانین و مقررات بین کشورهای منطقه وجود داشته و این ناهماهنگی‌ها در مبارزه منطقه‌ای با مواد مخدر تأثیرات منفی را در پی دارد و بایستی با دعوت از کشورهای همسایه، نسبت به تبادل اطلاعات، انتقال تجربیات و یکسان‌سازی قوانین و مقررات با توجه به شرایط اکولوژیکی، اجتماعی، اقتصادی و فرهنگی کشورهای منطقه اقدام گردد

چکیده انگلیسی مقاله Abstract Context and Objective: Current research has briefly looked into the rules applied to the campaign against drug addiction and drug consumption in Iran and some neighbouring countries and existing challenges in the region as well. Considering Iran neighbourhood along with other countries involved in Culti vation,Production,Distribution,Smuggling and Abuse of drug, it is definitely prooved that the existing rules in these countries has led to drug and precusors of psychotropics arrival to Iran , as well as traping the territory youth into the sinkhole of drug addiction. Research method: The current article is to use decription-analytic method while using library and electronic sources. Findings: The obtained depicts that due to the facts Iran situated along the largest opium central producers , unrest in adjacent countries such as Iraq, and that located in transit path of Balkans and .... the most sensitive geopolitic position does have Iran across the regional countries and even the whole world. On the othe hand , establishing simple-minded and uncomplicated rules as regards drug and psychtropics , lack of principal performance of rules in adjoining countries ,and incoherence & unproportional punishment versus crime has not only developed drug addiction and smuggling across both eastern and western neighbours ,but also has involved the Islamic Republic in inevitable misconsequences. Conclusion: The sesults indicate that a typical inconsistency among regulations in regional countries exists, and therefore these inconsonances regard ing the campaign against drug has really made negative impacts subsequently; so there must be a call for summit of neighbouring countries to exchange information,experience , and to homogenize rules and regulations considering ecological,social,economical and cultural conditions of regional countries.
