چکیده فارسی مقاله چکیده زمینه و هدف: تروریسم یکی از مقوله‌های مهم در حوزه امنیت ملی و بین‌المللی در جهان امروز می‌باشد. تروریسم در ادبیات سیاسی بسیاری از کشورها همواره به‌عنوان یک مسئله و یا موضوع امنیتی مهم مطرح بوده است. اما پس از حادثه 11 سپتامبر به یکی از مهم‌ترین مسئله‌های امنیت بین‌المللی تبدیل گردید. این پدیده به علت پیوندی که با فنّاوری‌های نوین پیدا کرده قابلیت تبدیل شدن به یک معضل راهبردی نوین برای امنیت بین‌الملل را دارد. براین اساس نوشتار حاضر با نگاهی دوباره به پدیده تروریسم هسته‌ای به‌ویژه با وقوع تحولات 2011 به دنبال طرح این سؤال است که تروریسم هسته‌ای چه تأثیری بر روندهای امنیت بین‌الملل آینده دارد. فرضیه تحقیق این است که تروریسم هسته‌ای به‌عنوان یک چالش راهبردی برای امنیت بین‌الملل مطرح خواهد شد. روش تحقیق: روش تحقیق حاضر توصیفی – تحلیلی و اطلاعات مقاله به‌صورت اسنادی – کتابخانه‌ای از طریق فیش‌برداری گرداوری شده است. یافته‌ها: شیوه اقدامات تروریستی و تنوع آن همواره این هراس را به همراه دارد که تروریست‌ها در راستای اهداف خود به سلاح‌های خطرناک‌تر و ازجمله مواد رادیواکتیو و تسلیحات هسته‌ای مجهز گردند. اقدامات پیشگیرانه در این زمینه از قبیل پیش‌بینی مقررات داخلی و بین‌المللی و حفاظت شدید از مواد و تسلیحات هسته‌ای نه‌فقط امری عاقلانه،‌ بلکه امری لازم و ضروری است. نتیجه‌گیری: با توجه به تحولات نوین امنیت بین‌الملل ازجمله تحولات بعد از 2011 و تشدید روندهای تروریستی در منطقه خاورمیانه یک‌بار دیگر ضرورت اتخاذ نگاهی راهبردی به پدیده تروریسم به‌ویژه تروریسم هسته‌ای احساس می‌شود. تفاوت این مقطع با حادثه 11 سپتامبر این است که در آن مقطع غرب خود را قربانی اول تروریسم معرفی می‌کرد و امروز غرب تنها قربانی تروریسم نیست و این پدیده فراگیری بیشتری پیداکرده و محتمل است در قالب تروریسم هسته‌ای به‌عنوان یکی از چالش‌های راهبردی امنیت بین‌الملل آینده مطرح گردد.

چکیده انگلیسی مقاله Abstract Context and Objective: Terrorism is one of the chiefly important catagories in national-international security field nowadays.Terrorism in political literature of many countries constantly appear as a significant security issue. However,after the 11th september 2001 transformed into one the greatest controversial international matters. That event due to being connected to new technology,acts as a potential strategic trouble for international security.According to current transcription,while revising the nuclear terrorism disaster specially taking 11th september attack into account, is to design the question that what type of impact nuclear terrorism makes to international security proceedings. The research assumption is that nuclear terrorism acts as strategical challenge for international security. Research method: The current research method is description-analytic and article information is library-documented based on taking notes. Findings: The terrorist attack actions and its variety has constantly made panic that terrorist on the way to their target ,are making efforts to get radioactive materials and nuclear weapons.The preventive measures in this major as both state and international regulations , nuclear substances and weapons protection are not only wise and rational but also necessary and essential. Conclusion:Considering new changes in international security such as those made after the 11th september and intensifying the terrorist procedures in the middle east, once more the revision necessity to terrorist event specially nuclear one could be felt. In this stage the difference from 11th september is that at the time the west was said to be first victim of terrorist; but nowadays the west is not the only target but also it has a wide range impact ; and the nuclear terrorism can be announced as one of the strategical challenges of international security.
