چکیده فارسی مقاله زمینه و هدف: یکی از اولویت های کشورها در اداره امور داخلی خود، برقراری نظم و امنیت است .امنیتی که بر پایه رضایتمندی شهروندان و کنترل اقتدارآمیز آن توسط دولت به عنوان مهمترین نهاد تأمین کننده آن استوار باشد. پلیس نیز در ایجاد و استقرار امنیت و تنظیم روابط افراد و گروه های اجتماعی با یکدیگر در بستر صلح و آرامش نقش بسیار اساسی دارد که هرگونه ناکارآمدی در این زمینه، نظم اجتماعی را دچار ناهنجاری ، ناامنی و نقض حقوق را در ابعاد گوناگون ایجاد می کند. با مطالعه سرفصل های آموزشی مراکز آموزش درجه داری پلیس و تطبیق آن با اسناد حقوق بشری پلیس سعی دارد ضرورت رویکرد های مبتنی بر رعایت حقوق بنیادین افراد و تعامل خلاق با شهروندان به تشریح شاخص های آموزش پلیس شهروند مدار و همسویی آن با معیارهای حقوق بشری و ضرورت این امر در دو جنبه تدابیر قهر آمیز و پیشگیرانه بپردازد. روش تحقیق: لذا نگارنده در این نوشتار از نظر جمع آوری اطلاعات و داده ها به شیوه کتابخانه ای و از نظر هدف کاربردی است. یافته ها: از جمله مهم ترین ضروریات پلیس امروز، آموزش حقوق شهروندی از حیث رعایت کرامت بزهکار و بزهدیده می باشد. از سوی دیگر، رعایت موازین حقوق بشری در پیشگیری پلیسی از جرم، از جمله دیگر ضروریات آموزش پلیس می باشد. نتیجه گیری: در راستای تحقق چنین هدفی بازنگری منابع و متون آموزشی متناسب با تحولات تقنینی و اصول حقوق بشری، تغییر روش های آموزشی از شیوه های صرفاً نظامی گونه به شیوه های مشارکتی در بستر محیط تعاملی، تدوین اصول راهنما و گنجاندن آن در تمام سطوح آموزشی پلیس پیشنهاد شده است.

عنوان انگلیسی Police and Necessity of Human Right Educations
چکیده انگلیسی مقاله Context and objective: One of the Priorities of governments at managing of internal affairs, is to establish order and security. Security which is based on satisfaction of citizens and control them powerfully by government is the main providing security organization. In turn, police force is also has a substantial role in establishing security and regulating affairs of individuals and social groups with each other on a peace and tranquility ground. Any ineffectiveness will play havoc with social order and establishs insecurity and will breach the rights at various dimentions. By studying the curriculum of centers of training police forces and adapting them with human right documents, become clear that police force with solutions that based on observing people's substantial rights and creative communication with citizens embarks upon to explaining criteria of training a citizen-observing police force, and concurrent them with human right criteria, and necessity at 2 dimentions of forcible, and preventive measures. Methodology: The essay uses library references and its objective is practical. Findings: Of main necessities of current police force are, on one hand, training of social rights from point of view of observing the respect of criminal and the some one's who has been oppressed and, on the other hand, observing human right standards to prevent crime to be committed, are of necessity of training police force. Result: to reach fulfillment to such aim, revising in current references and educational texts proportional to legislative changes and human right principles, changing educational procedures from those that are merely military to interactive ones on a communicating environment, collecting guide principles and enclosing them in all police educational levels have been suggested.
