عنوان فارسی تحلیلی بر برنامه ریزی حمل و نقل شهری مبتنی بر رویکرد CDS با استفاده از نرم-افزار Super Decisions (مطالعه موردی: کلان شهر رشت)
چکیده فارسی مقاله حمل و نقل یکی از مهم­ترین بخش­های زیربنایی شهرها بوده از این­رو برنامه­ریزی مناسب برای آن، پایه اولیه موجودیت و تبیین روابـط متقابل فضایی شـهرها را ممکن مـی­سازد. ضعف مدیریت و عدم وجود برنامه­های یکپارچه سبب بروز چالش­هایی در بهره­برداری از قابلیت­های کنونی سیستم حمل و نقل شهری شده است. داده­های مورد نیاز تحقیق، با استفاده از متدولوژی CDS از طریق منابع کتابخانه­ای و با نظرسنجی یک سوم از مسئولان بخش حمل و نقل با روش نمونه­گیری تصادفی ساده در کلانشهر رشت جمع­آوری گردید. برای روایی و اعتبار پرسشنامه از آزمون کرونباخ و برای تدوین استراتژی­ها از ماتریس SWOT، SPACE و برای اولویت­بندی راهبردها از روش QSPM و ANP استفاده شد. نتایج حاصل از ماتریس SWOT دارای نمره­های ارزیابی 23/2 و 87/2 می­باشد از این­رو موقعیت حمل و نقل شهری رشت در موقعیت تدافعی قرار گرفته و برای برنامه­ریزی آن راهبرد تدافعی را باید برگزید همچنین نتایج ارزیابی SPACE مشابه یافته­های ماتریس سوات است. محورهای اصلی برنامه­ریزی مذکور بر اساس ارتقای مدیریت و برنامه­های سازمانی، تأمین بودجه مالی، به­کارگیری نیروی انسانی متخصص، ارتقای زیرساخت فنی- ارتباطی و شاخص­های حقوقی و فرهنگی اولویت­بندی گردید و سپس بر اساس تحلیل و ارزیابی معیارها و زیرمعیارها در قالب شاخص­های محیطی و ساختاری، شش گزینه پیشنهادی مطرح گردید که در این میان استراتژی­های موثر به ترتیب اهمیت، ارتقای مدیریت و برنامه­های سازمانی با 95/30 درصد، تأمین مالی با 32/22 درصد و به­کارگیری نیروهای چند تخصصی با 94/14 درصد، ارتقای زیرساخت­های فنی- ارتباطی با 70/12 درصد، ارتقای فرهنگی با 01/10 درصد و ارتقای حقوقی با 97/8 درصد می­باشد.

عنوان انگلیسی An Analysis of Urban Transportation Planning based on CDS Approach by Using Super Decisions Software the Case Study: Rasht Metropolis
چکیده انگلیسی مقاله Transportation is one of the essential sectors of the cities and its appropriate planning can create the initial yardsticks for the presence and the interpretation of mutual spatial relations of the cities. The weaknesses of the management and the substantial plans have all caused challenges in the utilization of the existing potentials of the urban transportation systems. The data required for this research were provided from library sources and the interview of one-third of the transportation sector administrators through the CDS methodology and in a simple random sampling procedure for Rasht city. In order to confirm the validity of the questionnaires we applied Alpha Chronbach method and for the compilation of the strategies we applied SWOT and SPACE techniques. Finally we used ANP and QSPM methods for prioritization of the strategies. Results obtained from the application of SWOT method gave rise to points 2.23 and 2.87. Therefore, the transportation situation in Rasht city has located in defensive conditions and in planning the defensive approach should be selected. Also the results of evaluation of SPACE technique were similar to the results of SWOT. The key issues of such planning was prioritized based on the promotion of organizational and managerial plans, the provision of financial budget, the employment of specialized human power, the enhancement of engineering and cooperative infrastructures, and the legal and cultural indicators. Thereafter, based on the analysis and evaluation of the criteria and sub-criteria under environmental and structural frameworks, we proposed six choices among which the priorities go to the effective strategies respectively, including the promotion of managerial and organizational plans (30.95%), financial budgeting (22.32%), the employment of multi-specialized human force (14.94%), the enhancement of engineering and cooperative infrastructures (12.7%), the enhancement of cultural levels (10.01%), and legal enhancement (8.97%).
