عنوان فارسی ارائه‌ی مدل آمایشی راهکارهای بهبود معیشت روستاییان با تأکید بر امنیت پایدار (محدوده‌ی اجرای CSP جازموریان در جنوب کرمان)
چکیده فارسی مقاله امروزه امنیت جوامع با ابعاد نظامی، معیشتی، محیطی و اجتماعی- فرهنگی جوامع پیوند خورده است و امنیت پایدار بدون تأمین اشتغال مطمئن و درآمدزا محقق نخواهد شد. جوامعی که امنیت پایدار و اقتصاد پایدار را به عنوان یک رسالت راهبردی نگاه می­کنند شناسایی، تقویت و بالفعل­سازی ظرفیت­های انسانی، سازمانی، فضایی- مکانی و... را برای تحقق اشتغال پایدار در پیش گرفته­اند. اجرای CSP در نواحی روستایی یکی از راهکارهای بین­المللی برای تحقق اقتصاد و محیط پایدار با رویکرد مشارکتی و آمایشی و منطقه­ای است که در سال‌های اخیر در نواحی روستایی ایران از جمله جازموریان در جنوب کرمان در حال اجراست. هدف تحقیق حاضر تحلیل عملکرد CSP جازموریان در زمینه اشتغال و ارائه‌ی مدلی مطلوب برای موفقیت بیشتر چنین برنامه­هایی است. روش تحقیق توصیفی- تحلیلی بوده و داده­ها از روش کتابخانه­ای و میدانی با ابزار مشاهده و پرسشنامه گردآوری شدند. جامعه نمونه 8 روستای تحت اجرای CSP و 60 نفر از سرگروه­های توسعه عضو CSP می­باشد. روش تحلیل داده­ها استفاده از آزمون Anova و Tتک‌نمونه­ای در محیط SPSS است.یافته­های تحقیق نشان داد در اکثریت روستاها نرخ موفقیت اشتغال کمتر از 50 درصد بوده است، نتایج Anova نشان داد تفاوت معناداری بین مطلوبیت سیاست­های 4 گانه در زمینه‌ی اشتغال‌زایی وجود دارد و نتایج آزمون T نشان داد موفقیت مشاغل آموزش­محور بیش از مشاغل دیگر است. براساس یافته­های تحقیق سیاست آموزش­محور و سپس فضامحور نسبت به سیاست­های سازمان­محور و تجربه­محور در ایجاد اشتغال مؤثرتر بوده­اند. ارائه‌ی الگوی مطوب نیازمند تأکید بر نقاط قوت CSP و رفع ضعف­های آن است یعنی مدل مطلوب اشتغال و اقتصاد روستایی علاوه بر رعایت فرآیندی بودن، یکپارچگی و مشارکتی بودن باید براساس واقعیت­های انسانی و زیرساختی و مقتضیات محلی، معیارهای مکانی- فضایی و الگوی رفتاری ساکنان هر روستا باشد

عنوان انگلیسی Presenting Spatial Model to Improve Rural Livelihood by Emphasizing on Sustainable Security (Case study: CSP in Southern Kerman)
چکیده انگلیسی مقاله Today, the communities' security has linked with the military, livelihood, environmental, social and cultural aspects and sustainable security cannot be achieved without providing valid and income-generating employment. The societies that look at sustainable security and economic sustainability as a strategic mission, they follow the identifying , strengthening and developing the potential of human, organizational, spatial and location capacities to realize sustainable employment. CSP implementation in rural areas is one of the international mechanisms for the realization of sustainable economy and environment with partnership, spatial planning and regional approach which is implementing in recent years in rural areas of Kerman in southern Iran, including Jazmurian. The aim of this study is to analyze the performance of CSP Jazmurianin about employment and presenting a desirable model for the success of such programs. The research methodology is descriptive – analytical one and the data were gathered through library and field methods and by observation and questionnaires . The sample society is 8 villages under the implementation of the CSP and 60 people of development heads are the member of CSP.The method for data analysis is the use of Anova test and Tone example in SPSS environment . The results of the research showed that in most of the villages, the rate of successful employment was less than 50 percent. Results of Anova test showed that there is a significant difference between the quad policies in the field of employment and the T test results showed that the success of education policy-based jobs are higher than the other ones. Based on the research findings, the education based policy and then space-based have been more effective in creating jobs in comparing with organization based and experience based policies. Presenting an optimal pattern requires that the strength points to be focused and its weak points to be removed. The optimal model of employment and the rural economy in addition to observe the process, integrity, and partnership should be based on the reality of the human being and infrastructure and local circumstances, standards, spatial location and pattern of the residents of each village.
