عنوان فارسی ارزیابی عملکرد نهادهای متولی در توسعه‌ی سکونتگاه‌های روستایی با رویکرد معادلات ساختاری مورد مطالعه: شهرستان جوانرود
چکیده فارسی مقاله بر پایه‌ی تحقیقات ارزیابی روستاییان از عملکرد متولیانِ امور روستایی، مختص به سنجش عملکرد دهیاران و شوراها بوده، درحالی­که نهادهایی مانند جهاد کشاورزی، بنیاد مسکن، منابع طبیعی و غیره، به شدت با مسائل روستاییان درگیر هستند و به شیوه­های مختلفی جوامع روستایی را تحت تأثیر قرار می­دهند. هدف از پژوهش حاضر که با روش توصیفی- تحلیلی انجام گرفته است، ارزیابی جوامع روستایی از عملکرد نهادهای متولی (شورا، دهیار، بخشدار، جهاد کشاورزی، فرمانداری، بنیاد مسکن، منابع طبیعی و غیره) و بررسی تأثیرات این نهادها بر شاخص­های مختلف توسعه روستایی در روستاهای شهرستان جوانرود می­باشد. جامعه‌ی آماری پژوهش را 4811 نفر سرپرستان خانوار روستایی ساکن در 89 روستای شهرستان جوانرود تشکیل می­دهد که با استفاده از فرمول­های آماری، 356 نفر از آن­ها به­ عنوان نمونه برآورد گردید. ابزار اصلی پژوهش، پرسشنامه‌ی محقق ساخته بوده که روایی و پایایی آن به ­ترتیب با کسب نظرات اساتید دانشگاهی و کارشناسان و انجام پیش­آزمون و محاسبه ضریب آلفای کرونباخ مورد تأیید قرار گرفت. جهت تجزیه و تحلیل داده­های گردآوری شده از نرم­افزارهای SPSSو Amosاستفاده گردید. نتایج پژوهش نشان داد، 4/12 درصد روستاییان میزان رضایت‌مندی مناسبی را از متولیان امور روستایی داشته و 39 درصد میزان رضایت‌مندی متوسط و 6/48 درصد رضایت‌مندی ضعیفی را از عملکرد متولیان امور روستایی شهرستان جوانرود داشته­اند. با وجود میزان رضایت‌مندی ضعیف روستاییان از عملکرد متولیان امور روستاییِ شهرستان جوانرود، نتایج مدل نهایی برازش شده معادلات ساختاری نشان داد، نهادهای مذکور بر دو شاخص توسعه‌ی کالبدی- زیرساختی و کیفیت زندگی به­ترتیب با اثرات کل 421/0 و 324/0 بیشترین اثر را داشته­اند و اثرگذاری آن­ها بر شاخص حفاظت از منابع محیطی با اثر کل 234/0-، منفی بوده است.

چکیده انگلیسی مقاله  Based on the studies, the villagers assessment about the function of the authorities of rural affairs, was limited to the evaluation of the performance of village administrators and councils. While, some institutions such as agriculture Jihad , housing foundation, natural resources, etc. are deeply involved in rural issues and the impact on rural communities with different methods. The purpose of this study, Which is made by descriptive- analytical method, is the assessment of rural communities regarding the performance of authorized institutions (Council, village administrator, governor, Agriculture Jihad, governorate, Housing foundation, natural resources, etc) and study the effects of such institutions on various indicators of rural development in the villages of the Javanrood Township.The statistical society of the study are 4811 rural households residing in 89 Villages of Javanrood Township, which by using statistical formulas, 356 households were estimated as the sample.The main research tool was researcher's made questionnaire, which confirmed its validity and reliability respectively with opinions of academics and Experts and also, Pre-test and Cronbach's alpha coefficient. SPSS and Amos software were used for the analysis of the collected data .Results of the study indicated that 12.4 percent of villagers had a great satisfaction about the performance of rural authorities , 39 percent had average satisfaction and 48.6 percent had poor satisfaction. Despite the Poor satisfaction of Javanrood villagers about the rural authorities, the results of the final accessed model of structural equations showed that the said institutions with the total impact of 0421 and 0.324 respectively have had maximum effects on the two indicators of physical - infrastructure development and Quality of Life and their impact on the environmental protection index with total effect of -0.234 was Negative.
