عنوان فارسی ارزیابی عملکرد طرح‌های هادی روستایی در توسعه کالبدی سکونتگاه‌های روستایی (مطالعه‎ی موردی: روستاهای نبوت و خوران شهرستان ایوانغرب)
چکیده فارسی مقاله با استقرار نظام جمهوری اسلامی ایران، طرح هادی روستایی در راستای بهبود وضعیت اجتماعی- اقتصادی و به‌ویژه کالبدی سکونتگاه‌های روستایی به اجرا گذاشته شد. اکنون پس از گذشت بیش از بیست سال از تهیه و اجرای طرح‌های هادی روستایی و اندوختن تجربه‌های ارزنده در زمینه تغییر کالبدی- فضایی، لازم است بدانیم که این اقدامات چه نتایج و پیامدهایی را به‌همراه داشته است. هدف این پژوهش ارزیابی عملکرد طرح‌های کالبدی در توسعه سکونتگاه‌های روستایی با تأکید بر ارزیابی اجرای طرح‌های هادی روستایی در دو روستای نبوت و خوران از توابع شهرستان ایوانغرب استان ایلام است. جامعه‌ی نمونه شامل 290 نفر از اهالی و ساکنان روستاهای موردمطالعه بوده که برای تعیین حجم نمونه آن از جدول نمونه‌گیری کرجسی و مرگان استفاده شده است. برای ارزیابی عملکرد اجرای طرح‌های هادی در توسعه کالبدی روستاهای موردبررسی از دو روش آماری مقایسه میانگین‌ها و آزمون ناپارامتریک ویلکاکسون مبتنی‌بر نگرش‌سنجی از جامعه‌ی نمونه در دو دوره قبل و بعد از اجرای طرح استفاده شده است. برای ارزیابی عملکرد طرح‌ها از تکنیک پرسشنامه با سطح پایاییقابل‌قبول 77/0 از ضریب آلفای کرونباخ بهره گرفته شده است. نتایج تحلیل داده‌ها نشان می‌دهد، اجرای طرح هادی روستایی در دو روستا در رسیدن به اهداف کالبدی مانند بهبود کیفیت معابر و جدول‌ها، کانال‌های کشاورزی، بهبود وضعیت مسکن و ساخت‌وسازها، موفق بوده ولی با توجه به نتایج آزمون ویلکاکسون، طرح هادی روستایی نتوانسته است تغییر مثبتی در بهبود وضعیت خدمات روستایی نسبت‌به دوره قبل ایجاد کند.

عنوان انگلیسی Evaluating the Performance of the Rural Guide Plans in Physical Development of the Rural Settlements (Case Study: Nabovat and Khoran Villages in Eyvangharb Township)
چکیده انگلیسی مقاله With the establishment of the Islamic Republic of Iran, the rural guide plan was carried out to improve the social, economic and especially the physical status of the rural settlements. Now, 20 years after the provision and implementation of the rural guide plans, and with valuable experiences related to the physical-spatial change, we need to know the results and outcomes that these measures have brought about. The purpose of this paper is to assess the performance of physical plans in the development of rural settlements with particular attention to implementing the rural guide plans in Nabovat and Khoran villages of eyvan, Ilam. The sample population includes 290 residents living in the two villages, Krejcie sampling table and Morgan table were used to determine the sample size. To evaluate the performance of the rural guide plan’s implementation in physical development of the mentioned villages we use two statistical methods: compare means and the Wilcoxon nonparametric test for evaluating the sample’s opinions before and after the implementation of the plan. to evaluate the performance of the plans we used questionnaire technique with the acceptable validity coefficient level 0.77 (conbach alpha).The findings indicate that the implementation of the plans in these two villages to achieve physical objectives such as improving the quality of canals, agricultural canals, improving housing and construction, has been successful in fact, but according to the Wilcoxon test results the rural plan has not been able to cause a positive change in the improvement of the rural services, compared to the previous period.
