چکیده فارسی مقاله نظام اداری، مینیاتوری از کل جامعه است که در ارتباط نزدیک با ساختارهای اجتماعی، سیاسی، حقوقی، ایدئولوژیک و اقتصادی قرار دارد. اگر بخواهیم رابطه نظام اداری را با سایر ساختارهای جامعه به صورت علت و معلول و متغیر وابسته و مستقل تحت بررسی قرار دهیم، حداقل باید بر وابستگی ارگانیک و متقابل تعاملات میان ساختارها تأکید داشته باشیم. به هر حال در روند تحول نظام اداری نمی توان سیستم اداری را به صورت یک متغیر مستقل مطالعه و هر گونه دگرگونی را برای بالا بردن کارایی اداری و پاسخگوئی به برنامه های سیاسی توسعه اقتصادی- اجتماعی صرفاً در چهارچوب محدود خود نظام اداری جستجو کنیم. بر این اساس می باید روابط متقابل نظام اداری را با هر یک از ساختارهای جامعه مورد تجزیه و تحلیل قرار دهیم؛ زیرا هر گام اساسی که در جهت بهبود نظام اداری برداشته می شود، به نحوی از انحاء با نظام سیاسی، اقتصادی و اجتماعی ارتباط پیدا می کند. همچنانکه کارکرد سایر ساختارها می تواند در کارآیی و یا عدم کارآیی نظام اداری موثر باشند. از آنجایی که داده های نظام اداری به جامعه و محیط نظام مربوط می شود لذا دگرگونی و تحول در نظام اداری در خلاء میسر نیست و این امر می باید با در نظر گرفتن متغیرهای گوناگون تحت بررسی قرار گیرد. بدین ترتیب با تحلیل کلان می توان نظام اداری را دستخوش تحولی بنیادی کرد.

چکیده انگلیسی مقاله "Development" and "modernization" or "modernity" are related concepts that are widely but variously used to refer to major social, economic and political changes. Some scholars equate political development with the ability of a political system to grow and adjust to new demands put upon it. The environment of bureaucracy may be visualized as series of concentric circles, with bureaucracy at the center. The smallest circle generally has the most decisive influence and the larger circles represent a descending order of importance as far as bureaucracy is concerned. We may visualize the largest circle as represent a descending order of importance as far as bureaucracy is concerned. We may visualize the largest circle as representing all of the society or the general social system. The next circle represents the economic system or the economic aspects of the social system. The inner circle is the political system it encloses the administrative subsystem and the bureaucracy as one of its elements. Administrative development occurs only if we find a bureaucracy.. In this sense, administrative development is a counterpart of political development. To determine whether a given system is likely to undergo developmental change, one would have to not only measure its current degree of structural differentiation and the level of performance it has attained, but also measure in some fashion the resources available to the system from its environment, and the extent of the challenges it has to meet.
