عنوان فارسی مقایسه‌ی مدل بهینه‎سازی‎ تصادفی و‎ سایر روش‌های احتمالی برای اختصاص منابع اقتصادی جهت کاهش ریسک لرزه‏ای‎ منطقه‏ ای‎
چکیده فارسی مقاله این پژوهش با هدف ارائه‌ی روشی برای ارزیابی و تعیین اولویت اقدامات کاهش ریسک لرزه‏ای‎ در کشورهای لرزه‌خیز در حال توسعه و اختصاص بودجه‌ی لازم به این اقدامات و یاری دادن مدیران و تصمیم‌گیرندگان در این امر، انجام شده است. در این پژوهش یک مدل برنامه‎ریزی بهینه‎سازی‎ تصادفی (احتمالی) دو مرحله‏ای‎ توسعه داده شده که منابع اقتصادی اختصاص یافته به راهکارهای کاهش ریسک لرزه‏ای‎ (مقاوم‌سازی) و بازسازی پس از زلزله‎های احتمالی آینده را در سطح منطقه‏ای‎ بهینه سازد. مدل بهینه‎سازی‎ پیشنهاد شده، راهکارهای کاهش ریسک‌های موجود را با هدف کمینه کردن هزینه‌های مقاوم‎سازی‎، بازسازی و ریسک خسارت اقتصادی بیش از حد مجاز مورد جستجو قرار می‎دهد، تا راهکار بهینه را با توجه به محدودیت‌های موجود پیدا کند. همچنین در پژوهش حاضر برای بررسی مدل تصادفی پیشنهاد شده از دیدگاه عدم قطعیت وقوع زلزله‎ها و نشان دادن برتری مدل تصادفی نسبت به سایر روش‌های احتمالی که بحث عدم قطعیت زلزله‎ها را خارج از فرایند بهینه‌سازی در نظر می‎گیرند، مدل‌های احتمالی دیگر نیز ارائه شده است و با انجام مطالعه‌ی موردی برای شهر تهران، اولاً کاربردهای عملی مدل تصادفی و سایر روش‌های احتمالی بهینه‌سازی پیشنهاد شده ارائه شده است، ثانیاً با محاسبه‌ی عوامل کلیدی نشانگر برتری مدل‌های تصادفی با نام‌های «ارزش مورد انتظار اطلاعات صحیح» و «ارزش حل تصادفی»، مدل تصادفی با سایر مدل‌های احتمالی مورد مقایسه قرار گرفته است.

عنوان انگلیسی COMPARING TWO-STAGE STOCHASTIC PROGRAMMING AND OTHER PROBABILISTIC METHODS FOR RESOURCE ALLOCATION FOR REGIONAL EARTHQUAKE RISK MITIGATION
چکیده انگلیسی مقاله This paper is presented with the aim of finding optimum methodology to prioritize the seismic risk mitigation strategies in earthquake hazard prone areas and financing them, which could help decision makers in earthquake risk mitigation process. Therefore, a two-stage stochastic model is developed to optimize funds allocation for risk reduction measures (retrofitting of buildings) and reconstruction measures after potential earthquakes in a regional level. The proposed stochastic model seeks optimized strategy towards risk reduction based on minimizing various criteria such as mitigation expenditures, reconstruction costs, and excess reconstruction expenditures induced by probable earthquakes. This paper is presenting the methodology, main components of proposed model and practical application through a pilot study, taking into account, regional seismic hazard, building stocks and building vulnerability functions for Tehran. In order to investigate the consideration of uncertainty related to probable earthquakes in proposed model and illustrate the advantages and excellence capabilities of stochastic programming compared to other approaches, which consider the probability in the process of finding optimum earthquake risk mitigation measures and strategies, such approaches are discussed here and some pilot studies are designed and performed based on these approaches, as well. All model parameters related to these approaches are similar to the proposed stochastic programming model. The results of these pilot studies are compared with the pilot analyses done based on proposed stochastic programing. Furthermore, the key values: “the expected value of perfect information” and “the value of stochastic solution” which are used to demonstrate the advantages of considering stochastic programing are presented.
