عنوان فارسی نقش اعتبارات بهسازی مسکن بر بهبود کیفیت زندگی در نواحی روستایی
چکیده فارسی مقاله بعد از انقلاب اسلامی، به دلیل نامناسب بودن وضعیت مساکن در نواحی روستایی، برنامه ریزی جهت بهبود وضعیت مساکن در روستاهای کشورمان به یکی از مهمترین دغدغه های دولت ها تبدیل و در طی برنامه های توسعه، برنامه های مختلفی جهت بهبود آن به اجرا گذاشته شد. از اواخر برنامه سوم توسعه دولت جهت دستیابی به این هدف اعطای اعتبارات بهسازی مساکن را در سطح وسیعی در اختیار روستائیان قرار داده است، سوالی که در این زمینه مطرح می شود این است که اعطای این اعتبارات تا چه میزان توانسته است بهبود کیفیت زندگی را در نواحی روستایی در پی داشته باشد. در تحقیق حاضر، به بررسی نقش اعتبارات بهسازی مسکن در بهبود کیفیت زندگی روستائیان در چهار بعد اجتماعی، اقتصادی، کالبدی و زیست محیطی پرداخته شده است. هدف پژوهش، بررسی میزان تاثیر این اعتبارات بر ابعاد یاد شده می باشد. روش تحقیق به صورت توصیفی- تحلیلی، روش گردآوری اطلاعات به صورت کتابخانه ای و میدانی ( پرسشنامه و مصاحبه )، روش تجزیه و تحلیل اطلاعات به صورت توصیفی (میانگین و انحراف معیار) و استنباطی (آزمون فریدمن، رگرسیون خطی، آزمون t تک نمونه ای و ویلکاکسون) صورت گرفته است. جامعه آماری تحقیق حاضر، خانوارهای روستاهای بالای بیست خانوار دهستان معجزات می باشد که بین سال های 1390- 1384 اعتبارات خرد بهسازی مسکن را دریافت کرده اند که شامل 1428 خانوار می باشد، جهت تعین حجم نمونه از فرمول کوکران استفاده شد که حجم نمونه لازم جهت تکمیل پرسشنامه ها 225 خانوار محاسبه گردید. نتایج بدست آمده از تحقیق نشان می دهد که اعتبارات دریافتی بیشترین تاثیر را در شاخص های بعد کالبدی و کمترین تاثیر را هم در بعد اقتصادی و شاخص های آن داشته است.

عنوان انگلیسی The role of Housing improvement funds to improve the quality of life in rural areas, Case study: Zanjan Township
چکیده انگلیسی مقاله Abstract After the Islamic revolution occurred in early 1980s in Iran, planning for improving of accommodation in rural areas became one the most important concerns for the Iranian governments due to incommensurate and substandard housing in rural areas and several development plans were employed. Therefore, rural access to financial resources is one of the major categories that can lead to sustainable development in rural communities and since the third development program, the government has spent these funds on the villagers and has given the micro-credit to them in great scale to achieve this goal, but the question is “how much did these funds improve the life quality in rural areas?". This note aims to provide procedural information, additional to that contained in the Council’s adopted SPG on affordable housing, on making an application for planning permission for local needs affordable housing in or adjacent to villages by Housing Improvement Funds. In the present study several ideas such as the micro-credit funds, have been studied on the Improving of rural life quality in four dimensions of social, economic, physical and environmental. The objective of the present study was to evaluate the effects of the credits on above dimensions. data collection method used in the study was “library and field method” (questionnaires, interviews and observation). Data collection methodology was descriptive-analytical research (mean and standard deviation) and inferential statistics (Friedman test, linear regression, correlation of coefficient and Willcoxon test). The sample size consists of rural households of villages with above 20 households in rural area of Mo'jezat county that received micro-credit from 2005 to 2011, and the project covered about 1428 households that were selected using classification and probability sampling. Cochran method was used to determine sample size and it was estimated to be 225 household .Among the 4 factors examined in this process, the most important factor was the physical aspect or the obtained results in this research show that the micro-credit has the most effect on the physical aspect and the least effect on the economic and indicators indices
