عنوان فارسی تحلیل و ارزیابی اثرات اقتصادی اجرای طرح هادی در سکونتگاه-های روستایی کشور
چکیده فارسی مقاله اجرای طرح هادی روستایی به منزله یک مداخله کالبدی، روستاها را از ابعاد مختلف (زیست محیطی، اجتماعی - فرهنگی، اقتصادی و مدیریتی - نهادی) متأثر ساخته، دستخوش تغییر و تحول کرده است. هر چند سیاستگذاران اثربخشی همه جانبه‌ای را از اجرای این طرح دنبال می کنند اما امروزه اهمیت اصلی و چشمگیر آن در اثربخشی اقتصادی است.اجرای این طرح از سال 1368 توسط دولت (بنیاد مسکن انقلاب اسلامی) آغاز گردید. رویکرد حاکم بر طرح هادی بر این نکته تأکید دارد که با ارتقای سطح کیفی ساختار کالبدی، ساختار اجتماعی - اقتصادی روستاهای کشور نیز متحول و از این راه زمینه های توسعه روستایی فراهم می‌شود. در این راستا، دولت تا به‌حال (تا پایان سال 1389) نزدیک به 9912 طرح را در روستاهای کشور اجرا نموده است. به عقیده متولیان این اقدام، این طرح توانسته اثرات قابل ملاحظه‌ای را در ابعاد مختلف روستا به‌ویژه بعد اقتصادی بر جای گذارد. در این مقاله با هدف بررسی این دیدگاه سیاستگذاران ، با مروری بر متون نظری چهار معیار تغییرات در بهره برداری از زمین، وضعیت درآمد روستائیان، میزان سرمایه گذاری و وضعیت اشتغال که مهم‌ترین معیارهای قضاوت اقتصادی هستند به‌عنوان معیارهای ارزیابی با زیر معیارهای قیمت زمین در بیرون بافت و درون بافت، بردار درآمد در سه سطح درآمد بالا، متوسط و پائین، میزان سرمایه‌گذاری در امور تولیدی، میزان سرمایه گذاری در امور خدماتی، وضعیت مهاجرفرستی در روستاهای نمونه، وضعیت مهاجرپذیری در روستاهای نمونه، تعداد و درصد افزایش کارگاه-های تولیدی و خدماتی و سهم شاغلین بخش های سه گانه اقتصادی جهت ارزیابی اقتصادی اجرای طرح های هادی روستایی انتخاب گردیده و در 363 روستای نمونه با استفاده از روش تحلیل سلسله مراتبی مورد سنجش قرار گرفتند. نتایج بررسی نشان داده است اجرای طرح هادی روستایی بر توسعه اشتغال، تأثیر نسبتاً مطلوب و بر میزان سرمایه گذاری، تأثیر مطلوب و بر میزان درآمد روستائیان، تأثیر مطلوب و بر بهره‌برداری از زمین، تأثیر مطلوب داشته است.

عنوان انگلیسی Economic Impact Analysis and Assessment of Implementation of Master plan in Rural Settlements of Iran
چکیده انگلیسی مقاله Implementation of master Plan as an physical intervention, have been affected and changed the villages in different dimensions (environmental, socio - cultural, economic and political). However, policy makers are looking comprehensive effectiveness of this plan, today it has been noticed that the economic effectiveness has significant importance. This plan was started since 1989 by the government (Housing Foundation of Islamic Revolution).The approach of the master plan insisted to enhancing the quality of the physical and socio-economic structure of villages in the country, which this plan provide basis for provided rural development. In this regard, the government has implemented nearly 9,912 plans (until 2010) in villages in the country. According to custodian’s opinion, this project has significant effects on various aspects of rural community in particular the economic aspect. This article will examine the above view, by considering four major criteria which are selected for economic evaluation and are changes in land use, rural income status, investment and employment (these criteria are the most important to evaluate the economic situation). Also the sub-criteria are selected which are the price of land (inside and outside of the village), rate of income in three levels (high, middle and low income), investments in production and services, the status of migration to and from villages, and the percentage increase in the number of workshops with regard to production and services, also the share of workers in three economic sectors. Also in 363 sample villages, the evaluation were conducted and the hierarchical method was used for analyzing the data. The results are shown that implementation of master Plan was effected relatively desirable on employment development, investment, rural income and land use.
