چکیده فارسی مقاله این پژوهش در پی شناخت جایگاه مقررات ملی صرفه‌جویی در مصرف انرژی در ارتقای مسکن روستایی و ارائه نکات اساسی برای تسهیل به‌کارگیری این مقررات در روند ساخت وساز در روستاهاست. امروزه، اهمیت صرفه‌جویی در مصرف انرژی در ساختمان‌ها بیش از پیش بر متخصصان، مدیران جوامع و مردم آشکار شده است، به گونه‌ای که بسیاری از صاحب‌نظران این موضوع را به‌عنوان یک عامل کلیدی در آینده توسعه پایدار در صنعت ساختمان مطرح می‌کنند. در همین راستا و با توجه به‌آنکه منابع انرژی و محیط زیست با محدودیت‌های جدی مواجه شده‌اند، در بیشتر کشورها صرفه‌جویی در مصرف انرژی در ساختمان‌ها به یکی از اولویت‌های اصلی در مقررات ملی ساختمان در چند دهه اخیر تبدیل شده است. از آنجا که عوامل متعددی در صرفه‌جویی در مصرف انرژی نقش دارند و با در نظر داشتن تفاوت‌های مهمی که بین مسکن شهری و روستایی در تمامی عوامل طراحی و اجرا وجود دارد، اتخاذ رویکردی متفاوت در تدوین ضوابط و مقررات ساختمان‌های روستایی ضروری است. البته باید در نظر داشت که دستیابی به ضوابطی روشن و منطبق با نیازهای مسکن روستایی کشور، بدون شناخت کافی از وضعیت حاکم در این گونه مناطق امکان‌ نخواهد داشت. در این مقاله، با شناختی که از بررسی روند دگرگونی ضوابط و مقررات در زمینۀ صرفه‌جویی در مصرف انرژی در کشورهای مختلف به‌دست آمده است و با توجه به موضوعات کلی مطرح در مقررات ملی صرفه‌جویی در مصرف انرژی در ساختمان و تنگناهای موجود در امر طراحی و اجرا، بر پایه ویرایش حاضر این مقررات، پیشنهاداتی در خصوص ساختار و ضوابط مقررات ملی صرفه‌جویی در مصرف انرژی در مسکن روستایی ارائه شده است.

چکیده انگلیسی مقاله The scope of the present study is the determination of the Energy Efficiency National Building Codes position in the upgrading process of rural housing, and the formulation of fundamental key points for an easy and appropriate application of the related codes in the construction process. Nowadays, the importance of Energy Efficiency in buildings has become a clear priority for specialists, directors and ordinary people, and a considerable effort for the dissemination has been elaborated. Most of the specialists agree that this will be the key factor for the Sustainable Development of the Building Construction Industry. In this regard, in the last decades, taking into consideration the environmental issues and the limitation of energy resources, in most of the countries, the energy efficiency of the building sector has become a top priority in building codes. Regarding the multiplicity of influencing factors in energy saving, and taking into consideration the important differences between rural and urban housing, in design and construction phases, it is necessary to prepare rural codes with a different approach. It is obvious that clear codes adapted to rural housing expectations can’t be obtained, if there is no precise and sufficient knowledge about the existing situation in such regions. In this paper, thanks to the experiences of foreign energy efficiency codes, taking into consideration major topics in energy codes, and existing restraints in design and construction, the structure of the energy efficiency regulation for rural buildings has been proposed.
