عنوان فارسی نقدی بر فرآیند تهیه طرح هادی روستایی
چکیده فارسی مقاله معمولاً آنچه در بیان هدف طرح هادی گفته می‌شود، ایجاد بستر لازم برای توسعه، رشد و بالندگی روستا طی یک افق 10 ساله است. براساس ماده 7 اساسنامه بنیاد مسکن انقلاب اسلامی مصوب آذر ماه 1366 مجلس شورای اسلامی این مهم بر عهده بنیاد گذاشته شده است و دستگاههای ذیربط موظفند هماهنگی با این نهاد را در دستور کار خود قرارداده و مردم نیز در این امر مشارکت نمایند. فرآیند تهیه طرح هادی عموماً طولانی و دارای مشکلاتی است که بیان آنها در جهت برنامه‌ریزی و ساماندهی مسیر تولید هر طرح منجر به نزدیک شدن به اهداف اصلی نهفته در ماهیت آن خواهد گردید. آنچه در این نوشتار بیان می‌شود در واقع نقدی است بر کل روند تهیه طرح و ارائه راه حل‌های کارا. به عبارت دیگر، هدف باز کردن پنجره ای است به سوی کرانه‌های بی‌کران تهیه طرح و رویکرد نقادانه به آن. بنابراین هدف تنها بیان چالشها نیست بلکه به چالش کشیدن چالشها است.

عنوان انگلیسی A Critical View to the Process of Rural Guide-plan Provision
چکیده انگلیسی مقاله In general, what is called as the goal of a rural Guide-plan is creating a proper atmosphere for development and growth of a village in the period of almost ten years. Such goal is based on the article seven of the housing foundation statute (Ratified at December 1987 in Iran’s Islamic Parliament). Therefore, the need to identify the vast domain of theses plans and the process in which a plan is formed and programmed is totally crucial. This article aims to investigate the process of rural guide-plans. It criticizes the whole process and the ways a guide-plan shapes. The first and perhaps the biggest problem of a rural guide-plan is the indefiniteness. For instance, there are many words that are used to define a guide-plan. This makes it so difficult to understand. The related literature to these plans suffers from the lack of a systematic framework. To criticize the process, there are two basic views that can be recognized studying the process with the holistic view, and breaking the process into its components and investigate them. Briefly, in the first view, it can be seen that many of rules and standards in rural plans emerges from the urban areas. Also, many urban elements are used in design of rural areas. These faults make the villages just like a copy of the cities and destroy the intrinsic identity and history of these villages. On the other hand, by paying attention to the second view, analysis of the components, three effective factors can be observed: 1. Consultants (Producers of the plans) 2. The experts of Bonyad (Controllers of the plans) 3. Members of technical committee (Approvers of the plans) in this case, some proposals to improve the process have been expressed. However, it is crystal clear that due to the complexity of the whole process and also the number of different factors, drawing a definite and feasible solution is difficult. Nevertheless, this paper is focused on the most important parts of rural guide plans which have an undeniable share in the whole process.
