عنوان فارسی جمهوری اسلامی ایران و سازمان همکاری‌های اقتصادی اکو، بیست سال پس از گسترش این سازمان
چکیده فارسی مقاله فروپاشی اتحاد جماهیر شوروی و استقلال شش جمهوری مسلمان نشین آسیای مرکزی و قفقاز، این فرصت را در اختیار سه کشور بنیانگذار اکو قرار داد تا این سازمان را در بهمن ماه سال 1371 گسترش دهند. اکو طی 20 سال پس از گسترش، روند پر تلاطم ولی رو‌به جلویی را طی کرده و با تدوین اسناد و طر‌ح‌های مختلف همکاری، تعیین اولویت‌ها، ایجاد سازوکارها و تنظیم موافقتنامه‌های مهم منطقه‌ای، چارچوب‌ها و مقدمات لازم را برای همگرایی و ادغام اقتصادی کشورهای عضو فراهم نموده است. اکو، تنها سازمان بین‌الدولی مستقر در خاک جمهوری اسلامی ایران است که از طریق نقش محوری و تعیین‌کننده ایران، برنامه‌های خود را به جلو می‌برد. سوال اصلی این مقاله، این است که با توجه به ارزیابی روند فعالیت‌ها و اجرای موافقتنامه‌های منطقه‌ای اکو در دوره بیست ساله پس از گسترش اعضاء، نقش و جایگاه این سازمان در سیاست منطقه‌ای جمهوری اسلامی ایران چگونه است و آیا این سازمان می‌تواند به تحقق اهداف منطقه‌گرایی اقتصادی جمهوری اسلامی ایران کمک نماید؟ متقابلا،ایران چه نقشی در توفیق یا عدم توفیق اکو داشته است؟ فرضیه اصلی مقاله حاضر این است که به‌رغم مواضع حمایت‌گرایانه و مشارکت فعال‌تر ایران در اکو در مقایسه با اعضای دیگر سازمان، فقدان یک راهبرد ثابت و بلند مدت در قبال اکو در سیاست خارجی ایران، روند دستیابی این سازمان را به اهداف همگرایی منطقه‌ای با کندی و تاخیر مواجه ساخته است. در این مقاله نویسنده به دنبال آن است که با بررسی و ارزیابی فعالیت‌های اکو و روابط آن با جمهوری اسلامی ایران در 20 سال گذشته به برخی سوالات و ابهامات مطرح در این زمینه پاسخ گوید.

چکیده انگلیسی مقاله The collapse of the Soviet ::union:: which resulted in the independence of six Muslim populated republics in Central Asian and Caucuses also provided the three founding members of the Economic Cooperation Organization (ECO) with the opportunity to expand this organization in February 1992. During 20 years after its expansion, ECO has been moving forward, although with ups and downs. During this period, the organization has prepared the necessary framework and foundation for the economic integration and convergence of its member states through different measures and initiatives such as: the preparation of basic documents, action plans, long term strategies, priority setting, and finalizing important regional agreements in main sub-sectors of cooperation. Due to various reasons, for Iran, ECO is not a choice, but an inevitable option to reach its goals for national and regional development. ECO is the only intergovernmental entity in the Iranian territories that relies, to a larger extent on the decisive role of Iran to implement its programs. The main question, here, is that taking into consideration the achievements of ECO during 20 years of its activities, what role the organization has played in the regional strategy of Iran? Could it help to achieve the objectives of economic regionalism of Iran? Reciprocally, what role Iran has played in the success and failure of ECO? To answer such questions, the main hypothesis of this research is that in spite of a more supportive role and active participation of Iran in ECO, comparing to other member countries, lack of a long -term strategy vis – a – vis ECO in Iran's foreign policy caused a very slow process to achieve its objective for regional convergence through this organization. In answer to questions and inquiries in this regard, the author of the paper is trying to review 20 years of ECO performance and its relations with Iran.
