عنوان فارسی تدوین الگوی محله‌محوری در مدیریت شهری، با توجه به ویژگی‌های شهر مشهد
چکیده فارسی مقاله لزوم رویارویی با چالش‌های جدید شهرنشینی، موجب دگرگونی اساسی در دیدگاه‌های مدیریت شهری شده است. در این زمینه می‌توان رویکردی فراگیر را شناسایی کرد که با تأکید بیش از پیش بر سطوح پایین و ابعاد ملموس زندگی شهری، به دنبال روش‌هایی است که اداره فرایند توسعه را به محله‌ها واگذار کند. با مطالعه مبانی نظری این رویکرد، به نظر می‌رسد که مفهوم اجتماع محلی و دیدگاه‌های مشارکتی، دارایی‌مبنا و سرمایه اجتماعی در تبیین و تحقق آن نقش اساسی دارند. بررسی یافته‌ها در دو محله منتخب از شهر مشهد گویای اهمیت دو عامل عمده اجتماع محلی و مدیریت شهری در تحقق رویکرد محله‌محور است که در این میان مدیریت شهری به‌عنوان آغازگر فرایند، نقش اصلی را دارد. بر این اساس، تقویت سامانه ارتباطی و اطلاع‌رسانی، آموزشی شیوه‌های مشارکت و برگزاری گردهمایی‌های محله‌ای به‌وسیله مدیریت شهری و همچنین ایجاد شورا و نهاد مدیریت شهری در مقیاس محله و حرکت به سوی برنامه‌ریزی محله‌ای را می‌توان مهم‌ترین گام‌ها برای تحقق محله‌محوری در مشهد دانست. گرچه مطالعه امکان‌سنجی نشان از تحقق‌پذیری دشوار این رویکرد در مشهد دارد،‌ اما از آنجا که بسیاری از معیارهای تعیین‌کننده آن در حوزه تصمیم‌ها و اقدامات مدیریت شهری قرار می‌گیرند، می‌توان انتظار داشت که با درک عمیق مدیریت شهری از محله‌محوری و عزم اراده جدی برای دستیابی به آن،‌ زمینه تحقق این رویکرد فراهم شود.

عنوان انگلیسی Presenting Community-Led Urban Management Pattern for Mashhad
چکیده انگلیسی مقاله A new deal in the field of concepts and viewpoints about urban management was made by new challengesand problems due to extension of urbanization and globalization. That deal intends to make a mutuallinkage between urban management and political and socio-economic structures and therefore changes therole of urban management from delivering different services to attract public participation. In theseconditions, urban planning and management make a great attention to lower levels and tangibledimensions of city life and use each community as a tool for managing cities, making sustainabledevelopment and social solidarity and creating identity and character. Also a pervasive approach can berecognized which intends to use the human resources and financial ones by assigning the major role to thecommunity; this attitude is called the community-led approach. Recognizing the major characteristics ofthis approach, adjusting it with Iran and conditions of Mashhad city in Iran, and representing a pattern forimplementation of the community-led approach in this city as well as feasibility study of this pattern arethe purposes of this research. In this research the recourses about community-led approach are studied, andthe basis and principles are recognized; then the research studies the characteristics and the role of themfor realizing this approach. After that, on the basis of study results and interviews whit Mashhad urbanmanagement experts, it represents a pattern that consist, of many factors, parameters and indicators ofcommunity-led approach and tests this pattern by selecting two communities in the city, according to thephysical-social typology of Mashhad communities. Finally, by analyzing the results, the article, representsa pattern and some strategies and methods for implementation of community-led approach in the structureof Mashhad urban planning. Study of basis and principles of community-led approach shows that it can beexplained by four viewpoints; consist of community theory, participatory approach, asset-based approachand social capital theory. The survey shows that two major factors, including community and urbanmanagement, have critical roles in implementation of the mentioned approach and urban management,because of starting this process, has a similar role. Hence, amplification of information systems of urbanmanagement, training the participatory methods, making community meetings with urban authorities,establishing a community council and a community management organization, and trying to reach thecommunity planning are among the most important steps to implement the community-led approach inMashhad. In conclusion, feasibility study of community-led approach in Mashhad shows the lack of manyindicators and the tough implementation of this approach in this city. Since the most of significant criteriain this pattern are in the field of urban management tasks, it can be expected that recognition,understanding and real intention to implement the community-led approach by urban management, makethe realization of this approach possible and convenient.
