عنوان فارسی جایگاه سازمان آموزش فنی و حرفه ای کشور در چهارچوب صلاحیت حرفه ای ملی
چکیده فارسی مقاله مقاله حاضر ضمن بررسی مبانی نظری و مفاهیم صلاحیت به تاریخچه نظام صلاحیت حرفه ای در جهان، قلمرو و گونه شناسی انواع چارچوب صلاحیت به طور مفصل و جزیی پرداخته است. روش شناسی این تحقیق به صورت توصیفی- اکتشافی، بوده و از نوع تحقیقات کاربردی می باشد. داده ها و اطلاعات مورد نیاز به روش کتابخانه‎ای و مراجعه به اسناد و مدارک علمی و سازمانی مکتوب و اینترنتی جمع آوری و فراوری شده است. تحلیل های صورت گرفته با استعانت از تحلیل‎های ثانویه و بر اساس تجربه زیسته و بررسی داده ها و اطلاعات دسته بندی شده در دسترس در دو وضعیت موجود و مورد انتظار صورت گرفته است. نمونه آماری شامل 34 منابع معتبر علمی عمدتا خارجی و اسناد سازمانی بوده است که به هدفمند انتخاب شده اند. مشخص شد مناسبترین چارچوب صلاحیت حرفه ای دارای یک رویکرد جامع و برخاسته از چارچوبهای بخشی با توافق ذینفعان و شرکای اجتماعی مهارت آموزی است. همچنین استانداردهای آموزشی سازمان از نظر سطح مهارت دارای توزیع و پراکندگی متناسبی با ترکیب و بافت مشاغل کشور و در نتیجه چارچوب صلاحیت حرفه ای ملی نخواهد بود. همچنین ارائه آموزشهای دولتی و غیر دولتی سازمان در مقایسه با جمعیت فعال کشور تناسب سنی ندارد و متضمن یادگیری مادام العمر برای افراد جامعه نخواهد بود. لذا سازمان نیازمند غنی سازی و تقویت استانداردهای آموزشی و توجه بیشتر به آموزش شاغلین برای حضور پررنگ تر در چارچوب صلاحیت حرفه ای است و نیازمند استقرار ساز و کارهای معادلسازی گواهی نامه با مدارک رسمی و تجمیع و انتقال اعتبارات آموزشی می باشد

عنوان انگلیسی The position of the Technical and Vocational Education Organization of the country in National Vocational Qualification Framework
چکیده انگلیسی مقاله The present article, while examining the theoretical foundations and concepts of Qualification, deals with the history of the system of Vocational Qualification in the world, the scope, and typology of different types of Qualification frameworks in detail. The methodology of this research is descriptive-exploratory and is of applied research type. The required data and information have been collected and processed by the library method and referring to written and internet scientific and organizational documents. The analysis was performed with the help of secondary analysis and based on lived experience and data and categorized information available in both existing and expected situations. The statistical sample consisted of 34 valid scientific sources, mainly foreign and organizational documents, which were purposefully selected. It was found that the most appropriate framework of the Vocational Qualification Framework has a comprehensive approach arising from sectoral frameworks with the agreement of stakeholders and social partners. Also, the educational standards of the organization in terms of skill level will not have a proportional distribution with the composition and texture of the country's jobs and as a result, will not be with the National Vocational Qualification Framework. Also, the provision of governmental and non-governmental training by the organization is not appropriate for the active population of the country and will not include lifelong learning for the people of the society. Therefore, the organization needs to enrich and strengthen training standards and pay more attention to employee training for a more prominent presence within the National Vocational Qualification Framework and requires the mechanisms of the establishment of certificate equivalencing with the formal degree and accumulation and transfer of training credits
