عنوان فارسی گذار از «الگوی پیشرفت خطی ـ نخبه‌گرایانه»* به «الگوی پیشرفت غیرخطی ـ مشارکتی» در تحلیل پیشران‌ها
چکیده فارسی مقاله اسناد الگوی پیشرفت اسلامی ایرانی، اسنادی بالادستی می‌باشد که نصب‌العین قوای سه‌گانه و نهادهای حاکمیتی خواهد بود که به اعتبار آن آینده‌ای مطلوب برای کشور ترسیم گردد. موانع و اشکالات متعددی در مقابل تحقق آمال‌های مرکز الگوی پیشرفت وجود دارد که باید با اتخاذ تدابیر لازم‌ و بهره‌گیری از نقطه‌نظرات مختلف در جهت اعتلای اهداف خود اهتمام وافر نماید. از جمله این موانع و اشکالات، وجود رویه‌ای خطی ـ نخبه‌ای که در فحوای سند الگو، بدون پیش‌نگری نسبت به عدم قطعیت‌های آینده، مفروض قرار گرفته شده است. در‌حالی‌که شرایط حاکم بر جهان پیرامون، به علت وجود پیشران‌های متکثر، کاملاً متفاوت و به صورت غیرخطی ـ مشارکتی می‌باشد. در شرایط غیرخطی، تکامل و پیشرفت تابع سامانه (سیستم) پیچیده و آشوبناک می‌باشد و پیشران‌ها به مثابه متغیّرهایی هستند که در چنین فضای ناشفاف و فازی، نه تابع روابط خطی یک‌طرفه علی ـ معلولی می‌باشند و نه اجماع نخبگانی منفک از اجتماعات متنوع مردمی از کفایت لازم در آینده‌اندیشی برخوردار است. مقاله حاضر، ضمن نقد رویه‌های حاکم بر سندسازی مرکز الگوی پیشرفت، تحقق هر برنامه و سندی را مستلزم توجه به دو عامل می‌داند‌: 1. توجه به ساختارها و تأثیرات متقابل پیشران‌ها در سامانه‌ای پیچیده و غیرخطی از جمله شناخت عدم‌ قطعیت‌ها؛ 2. تنظیم کلیت صورتبندی‌های اسناد پیشرفت به اعتبار روش‌های آینده‌پژوهی مشارکت‌جویانه که با شکل‌گیری دولت الکترونیک قابل پیاده‌سازی است. *«این مقاله در زمره مقالات برگزیده هشتمین کنفرانس الگوی اسلامی ـ ایرانی پیشرفت برگزار شده توسط مرکز الگوی اسلامی ـ ایرانی پیشرفت در تاریخ 22و23 خرداد 1398 می‌باشد که پس از تکمیل توسط نویسندگان و ارزیابی مجدد برای انتشار در این مجله انتخاب شده است».

چکیده انگلیسی مقاله The documents of Islamic-Iranian Model of Progress (IIMP) are the upstream documents that will be in the expose to the three branches of government and governmental institutions that will, in the light of it, draw the desired future for the country. There are numerous obstacles and difficulties on the realization of the ideals of Model of Progress, which must greatly endeavor by adopting the necessary measures and utilizing different points of view to further their goals. Among these obstacles and difficulties, being the procedure of elitist-linear assumed in the context of IIMP document, with no anticipation than future uncertainties. Whereas the conditions over the world around us, due to the presence of multiple drives, are quite different and nonlinear- participatory. In non-linear conditions, evolution and progress are the function of the complex and chaotic system, and the drives as the variables that, in such an opaque and fuzzy environment, are neither function to one-sided cause-effect linear relationships nor any other elite consensus dissociated from diverse populations ,enjoys necessary Sufficiency in the future thinking. This paper, while critiquing the procedure on documenting the Center for IIMP , considers the realization of each program and document to be required on two factors: 1. Given the structures and interactions of drives in complex and nonlinear systems, including the recognition of uncertainties; 2. To adjust the documents of Progress in totally to the backing the methods of participatory futures studies to be implementing through establishment of E-government. In this paper, the data were collected through library and analytical-descriptive methods.
