عنوان فارسی طراحی الگوی ارزشیابی عملکرد مدیریت شهری با رویکرد رعایت اصول اخلاقی
چکیده فارسی مقاله زمینه: با توجه به اهمیت رعایت اصول اخلاقی در مدیریت شهری، هدف این پژوهش، طراحی الگوی ارزشیابی عملکرد مدیریت شهری با رویکرد رعایت اصول اخلاقی است. روش: پژوهش حاضر در زمرخ پژوهش های توصیفی- تحلیلی است. جامعه نمونه این پژوهش، مدیران شهرداری مشهد مقدس بوده اند که 27 نفر از ایشان به عنوان نمونه انتخاب شده اند. برای تعیین حجم نمونه از روش تحلیل تم و برای نمونه گیری از روش گلوله برفی استفاده گردیده است. ابزار تحلیل مصاحبه بود. جهت تبیین روابط بین ابعاد، از روش مدل سازی ساختاری تفسیری و برای رتبه بندی شاخص ها از تکنیک مقایسات زوجی تحلیل سلسله مراتبی بهره گرفته شد یافته ها: براساس نتایج، 63 شاخص شناسایی شده مربوط به پنج دسته ذینفعان اصلی مدیریت شهری (شامل کارکنان، شهروندان، پیمانکاران و سرمایه گذاران، ادارات دولتی و غیردولتی و محیط زیست)، با استفاده از شبکه تعاملات، در طیفی از بانفوذترین تا وابسته ترین درجه بندی شدند که در این میان، شاخص های مربوط به کارکنان دارای بیشترین نفوذ و شاخص های مربوط به محیط زیست، دارای بیشترین وابستگی بودند. همچنین این پژوهش نشان داد که در شاخص هایی که عملکرد مطلوب در آنها، باعث رضایت ذینفع می شود، الزامی وجود ندارد که عملکرد نامطلوب در آنها باعث نارضایتی شود. نتیجه گیری: ترکیب و اولویت بندی شاخص ها و ذینفعان متناظر را می توان به منزله الگویی مناسب برای ارزیابی عملکرد و مبنایی برای تصمیم گیری و خط مشی گذاری به کار برد.

عنوان انگلیسی Designing a Model for Evaluation of Urban Management Performance with an Approach of Observing Ethical Principles
چکیده انگلیسی مقاله Background: Given the importance of observing ethical principles in urban management, this study aims to design a model for evaluation of urban management performance with an approach of observing ethical principles. Method: This research is a descriptive-analytical. Population of this study includes all municipality managers of Mashhad and 27 subjects were selected as a sample. In this research, theme analysis method was used in order to determine the sample size and snowball method was used in order for sampling. Also interview method has been used in order to collect information. The relationships between the indicators have been explained using Interpretative Structural Modeling technique (ISM). Results: Based on the results, 63 identified indicators related to five groups of main beneficiaries of urban management (including employees, citizens, contractors and investors, governmental and non-governmental organizations and the environment), were graded, using a network of interactions, in a range from the most influential to the most dependent, among which the indicators related to the employees had the most influence and the environmental indicators had the most dependence. Also, this study showed that indicators which desirable performance in them will result in satisfaction of the beneficiary, undesirable performance in them does not necessarily cause dissatisfaction. Conclusion: Combination and prioritization of the corresponding indicators and beneficiaries can be used as an appropriate model for evaluating performance and a basis for decision making and policy making.
