عنوان فارسی توسعه شاخص های ارزیابی نظام حقوق مالکیت فکری ایران
چکیده فارسی مقاله امروزه حقوق مالکیت فکری به یکی از مهمترین عوامل رشد اقتصادی پایدار کشورها تبدیل شده و مدلهای مختلفی برای ارزیابی و مقایسه نظام ملی حقوق مالکیت فکری کشورها وجود دارد. بر اساس گزارش 2018 شاخص بین‌المللی حقوق مالکیت، محاسبه شده برای 125 کشور، ایران رتبه 91 جهان و رتبه 15 منطقه منا را کسب کرده است. مقاله حاضر تلاش دارد ضمن بررسی آخرین مدل‌های ارزیابی نظام حقوق مالکیت فکری کشورها و نهادهای بین‌المللی ذیربط، مولفه‌ها و شاخص‌های متناطر بعد ارزیابی از" الگوی ‌نظام ‌حقوق ‌دارائی‌های ‌فکری ‌ایران" را ارائه دهد. با مطالعه نظام‌مند و عمیق ادبیات نظری، ابعاد‌، مولفه‌ها و شاخص‌های متناظر نظام احصاء، چارچوبی مفهومی از ابعاد توسعه و پرسشنامه تنظیم و به خبرگان ارائه و پاسخ‌های واصله تجزیه و تحلیل و ابعاد اصلی نظام شناسائی شدند. برای تعیین رابطه بین ابعاد به تصویر کشیدن قدرت نفوذ و میزان وابستگی ابعاد، سطح بندی و رفع ناسازگاری‌های محتوایی عوامل با برگزاری پانل خبرگان، از رویکرد مدلسازی ساختاری تفسیری بهره گرفته شد.‌ مولفه‌‌ها ‌و شاخص‌‌های ‌نهایی ‌متناظر ‌هر بعد توسط خبرگان تایید‌ ‌گردید. یافته‌‌های تحقیق نشان می‌‌دهدکه بعد ارزیابی عملکرد و معیارهای مرتبط درخوشه‌ی وابسته الگوی نظام حقوق مالکیت فکری و مشتمل بر ده مولفه و هشتاد شاخص است.

عنوان انگلیسی Developing Assessment Indicators for Iranian Intellectual Property Rights System (IPRS)
چکیده انگلیسی مقاله Today IPR have become one of the most important factors in the country's sustainable economic growth and there are various models for assessing and comparing the national system of IPR in countries. Iran ranked 91th out of 125 countries, according to 2018 IPRI[1] report and was placed 15th from among countries in the MENA region[2]. This paper attempts to review the latest IPR assessment models used by countries and relevant international institutions, and present the corresponding components and indicators of the assessment dimension of the National IPR System of Iran. By systematic study, dimensions, and corresponding components and indicators of the system compiled, A conceptual framework was developed, a Questionnaire has been adopted to collect data and the qualitative data analysis pertains to fifteen dimensions (corresponding components and indicators), identified through our collaboration with the experts. In order to determine the relationship between dimensions and to depict the driving Power and Dependence of dimensions, leveling and eliminating the content inconsistencies of the factors by the experts, an ISM approach was used. The Findings indicate, that the Assessment Dimension and Related Criteria is in the dependent cluster on the model of the IPRS and consists of ten components and eighty indicators.
