عنوان فارسی بررسی میزان آگاهی مدیران ارشد از موازین حقوقی، قوانین و مقررات مرتبط با حوزه‌ی نظام سلامت: مطالعه موردی در دانشگاه علوم پزشکی تهران
چکیده فارسی مقاله زمینه و هدف: آگاهی کافی مدیران در زمینه‌‌ی قوانین و مقررات و موازین حقوقی مرتبط با نظام سلامت موجب عملکرد مطلوب آنها در سازمان ها می‌شود. لذا این پژوهش با هدف تعیین میزان آگاهی مدیران ارشد از موازین، قوانین و مقررات‌ حقوقی مرتبط با نظام سلامت در دانشگاه‌علوم‌ پزشکی تهران انجام‌شده‌است. روش‌ بررسی: مطالعه‌‌ی حاضر به‌‌صورت توصیفی-تحلیلی و از نوع مقطعی در سال 1396 انجام شد. نمونه‌‌ی پژوهش شامل مدیران ارشد دانشگاه بود که با روش سرشماری به تعداد 75 نفر انتخاب شدند. ابزار پژوهش پرسش‌‌نامه‌‌ی محقق‌ساخته بود که روایی‌صوری آن با استفاده از نظرات تعداد 7 نفر از متخصصان و صاحب‌‌نظران رشته‌‌های حقوق پزشکی، و مدیریت خدمات بهداشتی درمانی و پزشکی به تایید رسید و پایایی آن با ضریب آلفای کرونباخ برابر %89 و روش آزمون-بازآزمون برابر %79 به‌دست آمد. تحلیل داده‌‌ها با بهره برداری از روش‌‌های آمار توصیفی شامل فراوانی مطلق و نسبی و آمار استنباطی شامل آزمون‌‌های همبستگی پیرسون و کا اسکوئر با استفاده از نرم افزار SPSS انجام شد. یافته‌ها: سطح آگاهی مدیران مورد مطالعه در اکثر حیطه‌‌های قانونی و موازین حقوقی مرتبط به نظام سلامت زیرمتوسط بود. بین سطح آگاهی از حیطه‌‌های تشکیلاتی، مالی و معاملاتی، و اداری و استخدامی مدیران با گذراندن دوره‌‌های آموزشی مرتبط ارتباط معکوس و معنی‌‌داری وجود داشت(0/01=P و 0/04=P).  نتیجه‌گیری: سطح آگاهی مدیران ارشد دانشگاه علوم پزشکی تهران در حیطه‌‌های سه‌‌گانه‌‌ی قوانین و مقررات و موازین حقوقی، مالی، تشکیلاتی و اداری در سطح متوسط و متوسط روبه پایین قرار دارد. انجام تمهیدات لازم همچون برگزاری دوره‌‌‌های آموزشی با روش‌‌های جدید مانند شبیه‌سازی، سناریونویسی، موردنگاری و تجربه‌نگاری و استفاده از فناوری‌های جدید مانند مدیریت دانش هیبریدی و یکپارچه‌سازی فناوری‌ به منظور ارتقای آگاهی مدیران پیشنهاد می شود. هم‌‌چنین ایجاد نظام شایستگی راهبردی مدیران در سطوح مهارت‌‌های عمومی و اختصاصی همراه با آموزش های مستمر و نظارت بر پاسخ‌‌گویی و بازخوردهای ارایه شده در فرایندهای مدیریتی، انجام اصلاحات آتی را تضمین خواهد کرد.

عنوان انگلیسی Assessing Senior Managers' Level of Awareness of Standards and Regulations Related to the Health System: A Case Study in Tehran University of Medical Sciences
چکیده انگلیسی مقاله Background and Aim: Managers' sufficient awareness about rules and regulations and the legal issues of health system may lead to their optimal performance in organizations. Therefore, this study is conducted to determine senior managers' level of knowledge about legal rules and regulations related to the health system in Tehran University of Medical Sciences (TUMS). Materials and Methods: The present descriptive-analytical cross-sectional study was conducted in 2017. The sample consisted of 75 senior managers. The research tool was a researcher-made questionnaire whose face validity was confirmed using the opinions of 7 specialists and experts in the field of medical law, health care and medical services management; besides, regarding its reliability, Cronbach's alpha and test-retest reliability coefficients were 0.89 and 0.79, respectively. With SPSS software, data analysis was performed using descriptive statistics including absolute and relative frequency and inferential statistics including Pearson and Ka-square correlation tests. Results: The level of knowledge of the studied managers was below average in most legal areas and legal standards related to the health system. There was a significant inverse relationship between the level of knowledge of organizational, financial and transactional areas, and administrative and employment of managers with passing relevant training courses (P=0.01 and P=0.04). Conclusion: TUMS senior managers' level of knowledge in the three areas of organizational, financial, and rules and regulations is at medium and lower than medium levels. To raise the awareness of managers, necessary arrangements such as holding training courses with new methods such as simulation, screenwriting, case study and experimentation and using new technologies such as hybrid knowledge management and technology integration are suggested. Also, creating managers' strategic competency system at the levels of general and specific skills, along with continuous training and monitoring the accountability and feedback provided in management processes, will ensure future reforms.
