عنوان فارسی ارزیابی و امکان سنجی نظام نظارتی فرادولتی امام خمینی(ره)
چکیده فارسی مقاله چکیده نظارت در اسلام به عنوان یک مسؤولیت دینی و در ذیل فریضۀ امر به معروف و نهی ازمنکر نیز تعریف می گردد. اما با گذشت بیش از سی وسه سال از پیروزی انقلاب اسلامی، دو فریضۀ امر به معروف و نهی از منکر به درستی اجرا نگشته، بلکه منویات اصل هشتم قانون اساسی هم محقق نشده است. همان طور که نظر امام خمینی(ره) نیز در تأسیس ادارۀ مستقل و فرا دولتی امر به معروف و نهی از منکر هم جنبۀ اجرایی نیافته است. بدین خاطر، غایت و مسأله اصلی این پژوهش، آن است که با استمداد از اندیشه­های امام خمینی(ره) و پیشنهاد ایشان بررسی شود که، آیا می­توان امر نظارت در نظام اسلامی را نهادینه­تر، اصلاح و بازسازی نمود و نهادی فرا دولتی را در این زمینه طراحی کرد و چالش­ها و موانع در این زمینه را برطرف نمود؟ نگارنده با استنادات لازم، بر این باور است که نظر قطعی ایشان تأسیس وزارتخانه و یا نهادی دولتی برای ایفای این وظیفه نبوده است و کاملاً و بسیار هوشمندانه بر تأسیس «دایره» و سازمانی فرادولتی، سراسری و تحت زعامت و اشراف روحانیت در این زمینه تأکید داشته­اند.

چکیده انگلیسی مقاله Supervision is defined in Islam as a relgiouse responsibility within the “Amre Be Maroof va Nahye as Monkcar” main duty. Though after 33years of the Islamic Revolution the two nesponsibities of “Amre Be Marouf “ and “Nahye as Monkar” have not been appropriately applied, neither the instructions of the eights article of the constitution, nor the idea al the deceased than about the establishment al an independent, meta- governmental organization of “ Amre be Maruof” and “Nahye as monkar”. For the same reason the ultimate purpose of the present study is to see if it is possible to make the supervision in Islamic system more rigorously established, improved and reconstructed through the application of the thoughts and suggestions of Imam Khomeini, and if it is possible to design for a meta- governmental organization for this purpose and remove its impediments and challenges? Presenting the required documentation, the researcher belives that the absolute idea al Imam Khomeini was not to establish a ministry or a governmental organization for this purpose. And so wisely he has put the emphasis on the establishment al a “Dayere he” (::union::) and meta governmental nation-wide organization under the leadership and mastery of the clerics.
