عنوان فارسی شناسایی ابعاد و مؤلفه‌های شکل‌گیری حکمرانی برای اجرای قانون سامان‌دهی و حمایت از تولید و عرضۀ مسکن
چکیده فارسی مقاله زمینه: از دغدغه‌های اصلی کشورهای در حال توسعه، دستیابی به حکمرانی مطلوب است و در این بین، موضوع اجرای قانون سامان‌دهی و حمایت از تولید و عرضۀ مسکن اهمیت زیادی دارد. ازاین‌رو، این تحقیق با هدف شناسایی ابعاد و مؤلفه‌های شکل‌گیری حکمرانی برای اجرای قانون سامان‌دهی و حمایت از تولید و عرضۀ مسکن انجام ‌شده است تا از این طریق، گام مهمی در جهت توسعۀ بخش مسکن برداشته شود. از نظر هدف، توسعه‌ای و از نظر ماهیت، اکتشافی است. جامعۀ آماری شامل خبرگان دانشگاهی و سازمان‌های دولتی بودند و نمونۀ آماری با استفاده از نمونه‌گیری گلولۀ برفی به‌تعداد 18 نفر انتخاب شدند. ابزار گردآوری اطلاعات از نوع مصاحبه بود و برای تجزیه‌وتحلیل آن از تکنیک کدگذاری استراوس و کوربین استفاده‌ شده است. از نظر هدف، کاربردی و از نظر ماهیت توصیفی‌پیمایشی است. جامعۀ آماری برای توزیع پرسش‌نامه، بنیاد مسکن جمهوری اسلامی ایران انتخاب شد (N=5967) و برای تعیین حجم نمونه از جدول مورگان (n=360) و برای نمونه‌گیری از روش نمونه‌گیری تصادفی ساده استفاده شد. ابزار گردآوری داده‌ها از نوع پرسش‌نامه بود. تجزیه‌وتحلیل داده‌ها با استفاده از نرم‌افزار LISREL و MATLAB انجام ‌یافته است. یافته‌ها نشان دادند که ابعاد شکل‌گیری حکمرانی برای اجرای قانون سامان‌دهی و حمایت از تولید و عرضۀ مسکن شامل مشارکت و شفافیت و پاسخ‌گویی می‌شوند و مشارکت‌پذیری اقتصادی در انجام طرح‌های تولید و عرضۀ مسکن و استفادۀ اثربخش از منابع مالی، بیشترین اثر را در ارتباط با بُعد مشارکت حکمرانی دارد. توجه به ابعاد و مؤلفه‌های حکمرانی بر اساس مدل ارائه‌شده، در بهترین حالت اجرای قانون سامان‌دهی و حمایت از تولید و عرضۀ مسکن را تا 83/0 بهبود می‌دهد.

عنوان انگلیسی Identifying the Dimensions and Components of Governance Formation for Implementing the Law on Organizing and Supporting the Construction and Supply of Housing
چکیده انگلیسی مقاله Background: One of the main concerns in developing countries is to achieve good governance, from which the issue of implementing the law to organize and support the construction and supply of housing is very important. Therefore, this study aims to identify the dimensions and components of governance formation to implement the law of organizing and supporting the construction and supply of housing to take an important step towards the development of the housing sector. It is developmental in terms of purpose and exploratory in nature. The statistical population included academic experts and professionals from government organizations, and 18 people were selected using snowball sampling. The data collection tool was interview and Strauss and Corbin coding technique was used to analyze data. It is pragmatic in terms of purpose and descriptive in nature. The Housing Foundation of the Islamic Republic of Iran was selected (N = 5967) as the statistical population for the distribution of the questionnaire. Morgan table (n = 360) was used to determine the sample size and simple random method for sampling. The data collection tool was a questionnaire. Data analysis was performed using LISREL and MATLAB software. Findings showed that the dimensions of governance formation to implement the law of organizing and supporting the construction and supply of housing include participation, transparency and accountability. Furthermore, economic participation in the implementation of construction plans and supply of housing and effective use of financial resources has the greatest impact on the governance participation dimension. Paying attention to the dimensions and components of governance based on the proposed model improves the implementation of the law on organizing and supporting the construction and supply of housing up to 0.83 in the best case.
