عنوان فارسی نگاشت مدل عوامل مؤثر بر اعوجاجات بودجه عمومی کشور
چکیده فارسی مقاله این پژوهش به معرفی مفهومی به نام اعوجاج بودجه عمومی کشور و عوامل ایجاد کننده آن پرداخته است. اعوجاج بودجه عمومی کشور به هر گونه انحراف عینی و غیر عینی، تخلف از برنامه­های کلان یک جامعه، ایجاد رفتارهای غیرعادی که موجب عدم صفر شدن تراز عملیاتی، تراز دارایی­های سرمایه‌ای و تراز دارایی­های مالی و در نتیجه بی­ثباتی اقتصاد و عدم تحقق عدالت در جامعه خواهد شد، گفته می‌شود. در این رابطه، ابتدا درباره­ی اعوجاج بودجه با روش تحلیل اسناد و مدارک، مفهوم اعوجاج بودجه معرفی، و سپس با استفاده از روش تحلیل مضمون عوامل ایجاد کننده اعوجاج بودجه عمومی کشور استخراج می‌شود. قوانین، ساختار، منابع و فرایند بودجه عمومی کشور از عوامل اصلی اعوجاج بودجه عمومی کشور بود، که هر کدام به زیر معیارهایی تقسیم شده­اند. در مرحله بعدی به کمک فرایند سلسله مراتبی (AHP) و فرایند تحلیل شبکه­ای (ANP) به اولویت بندی با انجام مقایسه‌های زوجی تمامی عوامل و زیرمعیارهای آن‌ها و به وابستگی خوشه­ای درونی و بیرونی عوامل اصلی پرداخته شد. نتایج حاکی از این است که قوانین و مقررات بودجه عمومی کشور از مهم‌ترین عوامل ایجادکننده اعوجاج بودجه عمومی کشور است.

عنوان انگلیسی Mapping the Factors Affecting Public Budget Anomalies
چکیده انگلیسی مقاله This research has introduced a concept called anomaly of the public budget of the country and its causes. Anomaly of the budget is any objective and non-objective deviances, violation of the major plans of a society, creation of abnormal behaviors that cause a lack of zero balance of operational balance, balance of capital assets and balance of financial assets, and, consequently, instability of the economy and failure to realize Justice. In this regard, first, the concept of budget anomaly is introduced by document analysis method, and then through using the method of analysis of them, the factors causing anomaly of the public budget of the country will be extracted. The laws, structure, resources and the public budget process of the country were among the main causes of anomaly of the public budget of the country, each of which was subdivided according to criteria. In the next step, with the help of the Analytical Hierarchy Process (AHP) and the Analytical Network Process (ANP), priority was given to comparing all the factors and sub-criteria of them and the internal and external cluster dependencies of the main factors. The results indicate that the laws and regulations of the public budget of the country are one of the most important factors causing anomaly of the public budget of the country.
