عنوان فارسی رویکردی تحلیلی به عملکرد برگزاری مسابقات معماری در ایران
چکیده فارسی مقاله از گذشته مسابقات معماری راهی جهت دستیابی به بهترین طرح برای یک بنا بوده است. در سال 1381 ش، به منظور برگزاری هر چه بهتر این مسابقات و دستیابی به اهداف از پیش تعیین شده، آیین نامه ای توسط شورای عالی انقلاب فرهنگی مصوب گردید؛ اما، امروز پس از گذشت حدود یک دهه از تصویب آیین نامه، هنوز مشکلات متعددی در زمینه های مختلف، از جمله سازماندهی، داوری، و برگزاری مسابقات مشاهده می شود. گستره این مشکلات را می توان در چهار حوزه رهبری، مدیریت، برنامه دهی، و برنامه ریزی مورد بررسی قرار داد. همان گونه که برگزاری مناسب مسابقات موجب ارتقاء و پیشرفت سطح معماری کشور می شود، ضعف در ساختار برگزاری مسابقات، ضمن اتلاف هزینه و انرژی، می تواند موجب بروز آثار و تبعات منفی در زمینه هویت تاریخی و بومی معماری ایران گردد. این مقاله با مطالعه، بررسی، مقایسه و تحلیل تعدادی از مسابقات معماری برگزارشده در کشور، به منظور شناخت ظرفیت های مثبت قوانین و اشکالات مرتبط و با هدف بازنگری و اصلاح در برگزاری این مسابقات و در نتیجه توسعه معماری کشور، به نقادی این سامانه می پردازد.

چکیده انگلیسی مقاله Since long ago, architectural competitions have been the most effective way of selecting the best design for a building. In 2002, the Superior Council of Cultural Revolution enacted the first set of guidelines and regulations for architectural competitions in order to improve performance and to attain certain objectives. Yet, after a decade from the enactment of these regulations, some significant defects are still visible especially in the management of competitions, which affects their progress. These major defects can be categorized into four groups: 1.Leadership 2.Management 3.Programming 4.Planning. However, the lack of proper structure in competitions, results in inappropriate choices for the client and thus negative consequences for the profession, like losing valuable financial and energy resources. On the other hand, good performance and appropriate structure together with a respect for the regulations can result in appropriate designs for clients and progress in the quality of national architectural design. Therefore, it would be common-sense to attain a good structure for architectural competitions to guarantee national architectural quality, by the appropriate management of competitions inadequacies through conducting, supporting, supervising, also controlling, evaluating and developing competitions flaws through a well-designed feedback system.
