عنوان فارسی بررسی عوامل موثر بر تحقق سیاست‌های اشتغال در بخش کشاورزی (مطالعه موردی: شهرستان بهار، استان همدان)
چکیده فارسی مقاله مقدمه: اشتغال از نیازهای اصلی هر جامعه است که هر گونه کمبود در آن منشأ پیدایش بسیاری از ناهنجاری­های اقتصادی، اجتماعی و فرهنگی می­شود. هدف این تحقیق، بررسی عوامل موثر بر اشتغال­زایی در بخش کشاورزی در شهرستان بهار استان همدان بود. روش تحقیق: این پژوهش توصیفی- پیمایشی با رویکرد کیفی در سال 1400 در شهرستان بهار انجام شد. ابزار تحقیق، پرسشنامه محقق ساخته بود که با استفاده از مصاحبه نیمه­ساختاریافته به روش خبرگان انجام شد. کدگزاری مفاهیم با استفاده از روش گراند تئوری انجام شد. CVR و CVI پرسش­نامه با استفاده از سنجش نظرات خبرگان ارزیابی شد. جامعه آماری پژوهش 5899 از کشاورزان و بهره­بردارن کشاورزی شهرستان بهار بودند. حجم نمونه با استفاده از فرمول کوکران تعیین شد [n=250]. نمونه­ها با استفاده از روش نمونه­گیری تصادفی انتخاب شدند. معیارهای موثر با استفاده از تحلیل سلسله­مراتبی و آزمون ANP رتبه­بندی شدند. یافته­ها: بر اساس یافته­های تحلیل سلسله مراتبی، در میان معیارهای موثر بر اشتغال شهرستان بهار، معیار اقتصادی با رتبه 556/0 بیشترین اهمیت را داشته و پس از آن معیارهای محیطی، اجتماعی و رفتاری با رتبه­های 270/0، 252/0 و 201/0 به ترتیب، اولویت­های بعدی موثر بر اشتغال­زایی کشاورزی بوده­اند. یافته­های حاصل از مدل ANP با تفاوت اندک، با نتایج حاصل از مدل تحلیلی سلسله­مراتبی منطبق است. نتیجه­گیری: با توجه به وجود منابع طبیعی، نیروی انسانی و نقش روستاها در اشتغال­زایی کشاورزی، ضرورت نگاه همه جانبه به عوامل اقتصادی- اجتماعی، محیطی و رفتاری و فراهم کردن زمینه­های حمایت مادی و غیرمادی و ارتقای گرایش به اشتغال در بخش کشاورزی شهرستان بهار وجود دارد.

عنوان انگلیسی Investigating the effective factors on the realization of employment policies in the agricultural sector (Case study: Bahar city, Hamadan province)
چکیده انگلیسی مقاله Employment is one of the main needs of any society in which its reduction is the source of many economic, social, and cultural anomalies. The aim of this study was to investigate the factors affecting job creation in the agricultural sector in Bahar city, Hamadan province. Methodology: This descriptive-survey study was conducted using a qualitative approach in 2021 in Bahar city. The research tool was a researcher-made questionnaire that was conducted using a semi-structured interview by assessing the expert opinions. Concepts were coded using grounded theory method. The CVR and CVI of the questionnaire were evaluated using expert opinions. The statistical population of the study was 5899 farmers and agricultural producers in Bahar city. The sample size was determined using the Cochran's formula [n=250]. Samples were selected using random sampling method. Effective criteria were ranked using hierarchical analysis and ANP model. Findings: Based on the findings of hierarchical analysis, among the criteria affecting employment in Bahar city, the economic criterion had the highest rank (0.556). Then, environmental, social, and behavioral criteria with ranks of 0.270, 0.252 and 0.201, respectively, have been the next priorities affecting agricultural employment. The findings of the ANP model are slightly different from the results of the hierarchical analytical model. Conclusion: Considering the natural and human resources, and the role of villages in agricultural employment, the need for a comprehensive view of socio-economic, environmental and behavioral factors, providing opportunities for material and spiritual support, and promoting employment in the agricultural sector of the city is necessary.
