عنوان فارسی ارزشیابی خطمشی توسعه روستایی در برنامه ششم توسعه : آموزه هایی برای تدوین خط مشی نوین توسعه روستایی در برنامه هفتم توسعه
چکیده فارسی مقاله هدف: هدف پژوهش حاضر ارزشیابی  خط‌مشی‌ توسعه روستایی در  برنامه ششم توسعه است. استفاده از آموزه‌ها و درس‌آموخته‌های حاصل از ارزشیابی اقدامات و نتایج خط‌مشی‌ توسعه روستایی  در کارایی و اثربخشی خط مشی توسعه روستایی در برنامه هفتم توسعه و تدوین الزامات آن جایگاه مهمی دارد. طرح پژوهش/ روش‏ شناسی/ رویکرد: پژوهش حاضر از نظر هدف از نوع پژوهش کاربردی و از نظر روش جزء پژوهش توصیفی است. در چارچوب کلی روش‌شناختی حاکم بر پژوهش به‌منظور پایش و ارزشیابی خط‌مشی‌ توسعه روستایی مطابق با برنامه‌پنج‌ساله ششم توسعه از روش پایش خط‌مشی به بررسی و مطالعه اهداف ، خروجی ها و پیامدهای خط‌مشی‌ پیشرفت توسعه پایدار روستایی می­ پردازد. جامعه آماری پژوهش شامل لوایح و قوانین بودجه و برنامه و نیز گزارش‌های عملکرد دولت و مجلس در حوزه توسعه و عمران روستایی از یک سو و نیز پژوهش‌های مرتبط با نقد و ارزیابی   برنامه­ های توسعه روستایی از دیگر سو است. در این راستا از تحلیل محتوای جهت‌دار مبتنی بر اسناد فوق در چارچوب روش پایش خط‌مشی استفاده گردید. یافته­ ها: ارزشیابی  عملکرد  خط‌مشی‌ توسعه روستایی در برنامه­ های توسعه با تمرکز بر برنامه ششم توسعه   مبین آن است که علی‌رغم موفقیت در خروجی‌ها، در بعد پیامدهای خود مطابقت چندانی با اهداف ازپیش‌تعیین‌شده ندارند. .ارزش/ اصالت پژوهش: با استفاده از روش تحلیل خط‌مشی و ارزشیابی عملکرد خط‌مشی کارایی و اثربخشی  خط‌مشی‌ توسعه روستایی بر اساس آخرین اقدامات اجرایی برنامه‌های توسعه و دسترسی به گزارش‌های عملکردی آن سنجیده می­ شود.

چکیده انگلیسی مقاله Purpose: The purpose of this study is to evaluate and monitor rural development policies in development plans (five-year plans) with emphasis on the Sixth Development Plan. Applying the teachings and lessons learned from pathology and evaluating rural development policies and policies of previous development programs has an important place in the efficiency and effectiveness of rural development executive policies in the seventh development plan and formulating its requirementsMethodology: The present research is applied research in terms of purpose and descriptive research in terms of method. In the general methodological framework of the research in order to evaluate and monitor rural development policies in accordance with the five-year development plans of the policy monitoring method to study and study the policies of sustainable rural development. The statistical population of the study includes budget and program bills and laws, as well as government performance reports in the field of rural development and development on the one hand, as well as research related to critique and evaluation and pathology of rural development policies and programs on the other hand. In this regard, directional content analysis based on the above documents was used in the framework of policy monitoring method.Findings: The evaluation of the performance of rural development policies and policies in rural development programs shows that despite the success of the outputs, in terms of their consequences, they do not correspond to the predetermined goals
