عنوان فارسی تأثیر مخارج عمومی آموزش بر عملکرد آموزش ابتدایی: رویکرد پانل ARDL
چکیده فارسی مقاله در دو دهه گذشته، کشورهای در‌حال‌توسعه، گام‌های بلندی در جهت دستیابی به آموزش پایه برداشته‌اند. با این حال، فرصت‌های آموزشی تا حدی به دلیل تخصیص ناهنجار منابع آموزشی، نابرابر باقی می‌ماند. علاوه بر این، استفاده ناکارآمد از بودجه عمومی برای آموزش، اثربخشی برنامه‌ها برای گسترش دسترسی و بهبود نتایج یادگیری را به خطر می‌اندازد. لذا این مقاله از رویکرد خودرگرسیون با وقفه توزیعی برای بررسی تأثیر مخارج آموزشی بر عملکرد آموزش ابتدایی در استان‌های ایران، استفاده می‌کند. نتایج برآورد بلندمدت برای سال‌های 1398-1385 نشان می‌دهد که همه‌ متغیرها تأثیر معنی‌داری بر میزان تکمیل ابتدایی و با نشانه‌های مورد انتظار در استان‌های ایران دارند. ضرایب برآورد شده مدل تصحیح خطای کوتاه‌مدت برای تمامی متغیرهای توضیحی منفی، معنادار و با سرعت تعدیل (23/0-) است که نشان‌دهنده سرعت اصلاح هرگونه عدم تعادل در کوتاه‌مدت است. با توجه به نتایج تحقیق، دولت ایران باید به‌شدت به ترویج سیاست بهبود کیفیت آموزش در مدارس ابتدایی و همچنین ترویج عدالت و انصاف در توزیع بودجه آموزش و پرورش و سایر منابع آموزشی بپردازد. بهبود و افزایش سطح مخارج دولت بر آموزش یک برنامه‌ کلیدی در افزایش نرخ تکمیل ابتدایی، کاهش نرخ ترک تحصیل و افزایش کیفیت آموزش است. همچنین یک برنامه کاهش فقر و درآمدزایی دولتی می‌تواند به طور قابل‌توجهی والدین را به ثبت‌نام فرزندان خود در مدارس تشویق کند.

عنوان انگلیسی The Impact of Public Education Expenditures on Primary Education Performance: An ARDL Panel Approach
چکیده انگلیسی مقاله In the last two decades, developing countries have moved towards achieving basic education. However, educational opportunities remain unequal in part due to the uneven allocation of educational resources. Furthermore, inefficient use of public budget for education jeopardizes the effectiveness of programs to expand access and improve learning outcomes. Therefore, this article uses the autoregression approach with a distribution interval to investigate the effect of educational expenditures on the performance of primary education in the provinces of Iran. The results of the long-term estimation for the years 2015-2018 show that all variables have a significant effect on the level of primary completion and with the expected signs in the provinces of Iran. The estimated coefficients of the short-term error correction model for all explanatory variables are negative, significant and have an adjustment speed of (-0.23), which indicates the correction speed of any imbalance in the short term. According to the results of the research, the government in Iran should strongly promote the policy of improving the quality of education in primary schools, as well as promoting justice and fairness in distribution of education budget and other educational funds. Improving and increasing the level of government expenditures on education is a key program in increasing the primary completion rate, reducing the dropout rate and increasing the quality of education. Also, government poverty alleviation and income policies can significantly encourage parents to enroll their children in schools.
