عنوان فارسی «فرهنگ علم و فناوری» و خلقیات ایرانی: تحلیلی راهبردی از گونه‌شناسی مشکلات و راهکارها برمبنای نظر نخبگان
چکیده فارسی مقاله پیش­نیاز سیاست­گذاری و برنامه­ریزی در عرصه علم و فناوری بهره­مندی از رویکرد اجتماعی در شناخت فرهنگِ علم و فناوری است. این مهم به­دلیل سلطه رویکرد و مدیریت فنی و حضور مهندسان و کارشناسانی خارج از علوم انسانی-اجتماعی در ساختار علم و فناوری ایران مغفول و مهجور مانده است. پاره­ای از مشکلات علم و فناوری در ایران معلول بستر فرهنگی و خلقیات کنشگران علمی است. بر همین مبنا، هدف این مقاله گونه­شناسی مشکلات فرهنگِ علم و فناوری و ارائه راهکارها بر اساس نظرات و تجربیات نخبگان جوان است. رویکرد نظری مشتمل بر نظریات درباره اتصال میان فرهنگ، شخصیت و خلقیات با علم و فناوری است. این پژوهش از تلفیق دو الگوی تحلیل راهبردی یعنی SWOT و SOAR به­عنوان روش استفاده کرده است. نمونه­ها شامل 38 نفر از نخبگان و متخصصان در رشته­های مختلف است که در دانشگاه­ها، پژوهشگاه­ها، شرکت­های دانش­-بنیان و صنایع مشغول به کار هستند. یافته­ها در دو محور تحلیل و تفسیر شده­اند: 1- ضعف­ها و تهدیدها در فرهنگِ علم و فناوریِ موجود 2- فرصت­ها و آرمان­ها برای «فرهنگ علم و فناوریِ» مطلوب. نتایج نشان می­دهند که با اصلاح برخی از ذهنیت­ها و خلقیات موجود میان کنشگران علمی و همچنین، ترمیم رویه­های حکمرانی بعضی از مشکلات علم و فناوری تعدیل یا حل خواهند شد.

عنوان انگلیسی "Culture of Science & Technology" and Iranian Characteristics: A Strategic Analysis of the Typology of Problems and Solutions Based on the Opinions of Iranian Elite Community
چکیده انگلیسی مقاله The prerequisite for policy-making and planning in the field of science and technology is to benefit from the social approach in understanding the culture of science and technology. Due to the dominance of the technical approach and management and the presence of engineers and experts outside the humanities and social sciences, the aforementioned issue has been neglected and abandoned in the structure of science and technology in Iran. Some of the problems of science and technology in Iran are caused by the cultural context and the attitudes of scientific activists. Based on this, the purpose of this article is to typify the problems of science and technology culture and to provide solutions based on the opinions and experiences of young elites. The theoretical approach includes theories about the connection between culture, personality and characteristics with science and technology. This research has used the combination of two strategic analysis models namely SWOT and SOAR as a method. The samples include 38 elites and specialists in different fields who are working in universities, research institutes, knowledge-based companies and industries. The findings have been analyzed and interpreted in two axes: 1- Weaknesses and threats in the existing science and technology culture 2- Opportunities and aspirations for a desirable "science and technology culture". The results show that some problems of science and technology will be adjusted or solved by correcting some existing mentalities and characteristics among scientific activists, as well as restoring governance procedures.
