عنوان فارسی ارزیابی اثربخشی رویکردهای بنیاد ملی نخبگان در ارائه تسهیلات به استعدادهای برتر دانشجویی
چکیده فارسی مقاله تربیت سرمایه‌های انسانی متعهد و متخصص و فراهم نمودن زمینه‌های شناسایی، حمایت، هدایت و اثرگذاری نخبگان و استعدادهای برتر یکی از مهم‌ترین راهبردهای ترسیم شده در اسناد بالادستی است. هدف از بررسی پژوهش حاضر، ارزیابی اثربخشی برنامه‌های بنیاد ملی نخبگان در حوزه‌های استعدادهای برتر دانشجویی (طرح شهید وزوایی) در جمهوری اسلامی ایران با ارائه الگوی مطلوب است. پژوهش حاضر توصیفی با رویکرد آمیخته (کیفی – کمی) انجام شده است. جامعه آماری پژوهش شامل نخبگان و استعدادهای برتر کشور بوده که 24 نفر برای مرحله مصاحبه به روش هدفمند و 50 نفر برای تکمیل پرسشنامه انتخاب شده‌اند. برای تجزیه‌وتحلیل داده‌های کیفی از نرم‌افزار MAXQDA و داده‌های کمی از نرم‌افزار SPSS استفاده شده است.با مطالعه چندباره، مضامین به‌دست‌آمده تعدیل و اصلاح شدند و شبکه مضامین به دست آمده پژوهش شامل 2 مضمون اصلی، 12 مضمون فرعی شد. بر اساس طرح شهید وزوایی، دانشجویان مستعد با توجه به مجموعه فعالیت‌های نخبگانی در دانشگاه با رویکرد فعال شناسایی شده و مورد حمایت قرار می‌گیرند. همچنین بر اساس این طرح حضور دانشجو در دانشگاه و ایفای وظایف علمی خود زیر نظر استاد راهنما، یکی از اصول کاری در محیط‌های علمی است. یافته‌های حاصل از مصاحبه بیانگر اینست که بنیاد در وجه شناسایی، توانمندسازی و پشتیبانی‌های مادی و معنوی فعالیت‌های خوب و ارزشمندی انجام داده است و تلاش می‌کند زمینه شناسایی، حمایت، هدایت و اثرگذاری صاحبان استعدادهای برتر را فراهم سازد. در این راستا برای تحقق وضعیت مطلوب و نقطه متعالی، به ایفای نفش برجسته و همکاری حداکثری دستگاه‌ها و نهادهای مختلف دولتی، غیردولتی، شرکت‌ها و مؤسسات دانش بنیان با بنیاد ملی نخبگان نیاز هست. سیاستگذاران نخبگان هم باید به دنبال احیا یا تعریف جایگاه قانونی بنیاد ملی نخبگان باشند و صرفاً به عنوان نهادی که جایزه اهدا می کند نباشند. بایستی همه دستگاهها نبست به بنیاد ملی نخبگان پاسخگو باشند.

عنوان انگلیسی Evaluating the effectiveness of the National Elite Foundation's approaches in providing facilities to top student talents
چکیده انگلیسی مقاله Training committed and expert human resources and providing the fields for identification, support, guidance and influence of elites and top talents is one of the most important strategies outlined in the upstream documents. The aim of the present study is to evaluate the effectiveness of the programs of the National Elite Foundation in the areas of top student talents (Shahid Vazaai Plan) in the Islamic Republic of Iran by providing a suitable model. The current descriptive research was conducted with a mixed (qualitative-quantitative) approach. The statistical population of the research included elites and top talents of the country, 24 people were selected for the interview stage in a targeted way and 50 people were selected to complete the questionnaire. MAXQDA software was used to analyze qualitative data and SPSS software was used for quantitative data.By studying several times, the obtained themes were adjusted and modified, and the network of obtained research themes included 2 main themes and 12 sub-themes. According to the Shahid Vazoai plan, talented students are identified and supported with an active approach, according to the set of elite activities in the university. Also, according to this plan, the student's presence in the university and performing his academic duties under the supervision of the supervisor is one of the working principles in scientific environments. The findings of the interview indicate that the foundation has done good and valuable activities in terms of identification, empowerment and material and spiritual support and tries to provide the field of identification, support, guidance and influence of top talents. In this direction, in order to realize the desired situation and the transcendental point, it is necessary to perform outstanding performance and maximum cooperation of various governmental and non-governmental organizations and institutions, companies and knowledge-based institutions with the National Elite Foundation. Elite policymakers should also seek to restore or define the legal status of the National Elite Foundation and not just as an award-giving institution. All institutions should be accountable to the National Elite Foundation.
