عنوان فارسی لزوم همکاری و هماهنگی بین‌المللی پلیس در پیشگیری و مبارزه با جرم سازمان یافته مواد مخدر
چکیده فارسی مقاله پیشگیری و مبارزه با جرم سازمان یافته مواد مخدر اسـت. با توجه به گستردگی و سازمان یافته بودن جرایم مواد مخدر، بـاید اذعـان داشت پیشگیری و مبارزه با این جرایم به جهت حساسیت و کثرت بزه‌دیدگان، فرامرزی بودن و مشکلات کشف و تعقیب مـجرم ‌و بـسیاری ویژگی‌های دیگر تنها با همکاری های بین‌المللی پلیس میسر خواهد بود.

روش: این پژوهش کیفی و به لحاظ هدف کاربردی و از نظرگردآوری اطلاعات به روش اسنادی و مطالعه اسناد بین المللی، منابع مرتبط با موضوع انجام شده و اطلاعات به دست آمده به صورت توصیفی- تحلیلی مورد تجزیه و تحلیل قرار گرفته است.

یافته‌ها و نتایج: با وجود اسناد و تعهدات بین المللی، برخی از موضوعات همچون ضرورت رعایت نظم عمومی، نقض حاکمیت ملی کشورها، تعارض منافع، تعدد صلاحیتها، ملاحظات سیاسی و بعضا مسائل فنی، از مهم ترین موانع همکاری پلیس کشورها محسوب می شود. از این رو، برای رسیدن به نتیجۀ مطلوب و تسهیل همکاری‌های بین‌المللی پلیس به‌منظور رفع موانع پیش‌رو، همچنین ایجاد ظرفیت‌سازی در راه پیشگیری و مبارزه با جرایم سازمان یافته مواد مخدر لزوم همکاری های بین المللی پلیس در زمینه حمل و تحویل تحت نظارت جرائم مرتبط با مواد مخدر، استرداد مجرمان جرایم مواد مخدر و استرداد دارایی های ناشی از جرایم مواد مخدر ضرورت می یابد.

عنوان انگلیسی The necessity of international police cooperation and coordination in preventing and fighting organized drug crime
چکیده انگلیسی مقاله Field and Aims: In today's era, one of the new challenges of the police is to prevent and fight organized drug crime. Considering the extent and organizedness of drug crimes, it should be noted that prevention and fighting against these crimes will be possible only with international police cooperation due to the sensitivity and large number of victims, cross-border nature and the problems of detecting and pursuing the criminal and many other features.

Method: This qualitative research has been conducted in terms of practical purpose and in terms of collecting information by documentary method and studying international documents, sources related to the subject, and the obtained information has been analyzed in a descriptive-analytical manner.

Findings and Conclusion: Despite international documents and obligations, some issues such as the need to observe public order, violation of national sovereignty, conflict of interests, multiple jurisdictions, political considerations and sometimes technical issues are considered to be the most important obstacles to police cooperation in countries. Therefore, in order to achieve the desired result and facilitate international police cooperation in order to remove the obstacles ahead, as well as create capacity building in the way of preventing and fighting organized drug crimes, the need for international police cooperation in the field of transportation and delivery under the supervision of drug-related crimes Narcotics, the extradition of drug offenders and the restitution of assets resulting from drug crimes are necessary.
