چکیده فارسی مقاله هدف عمده مقاله بررسی مفاد توصیه ها و چگونگی کاربست و تعامل آنها با اهداف مورد نظر مقام
معظم رهبری در بیانیه گام دوم است. پژوهش به روش توصیفی- تحلیلی و به شکل کتابخانه ای در پاسخ
به کم و کیف اجرای توصیه نام هها و چارچوب ملی آن در قالب بیانیه گام دوم است. با واکاوی جایگاه پلیس،
به عنوان نهادی نظارتی زیرنظر قوای مجریه و قضاییه در مبارزه با فساد اداری، چند عامل در بهبود کارکرد
پلیس می تواند مؤثر باشد: اتخاذ تدابیری برای تضمین اثربخشی مراجع تحقیقاتی، استفاده مؤثر از روشهای
سنتی و نوین تحقیقاتی، تدابیری به منظور اطمینان از کارایی تحقیقات، محافظت از شهود و ادله و نهایتاً
معکوس کردن بار اثبات دلیل. بر این اساس پلیس و تحقیقات آن، پیش و پس از کشف جرم از مهمترین
واکنشهای کیفری نسبت به فساد اداری است. اهمیت مرحله تحقیقات با توجه به پیچیدگیهای فساد اداری
و گاه فراملی بودن آن، لزوم التزام به اسناد بین المللی را دوچندان م یکند که کنوانسیون مریدا از جمله
آنهاست؛ لذا برای تحقیق و کارآمدی دستگاه های نظارتی و قاطعیت آنها در راستای بیانیه گام دوم انقلاب،
روزآمدی شیوه های تحقیقاتی و کارکردگرایی و گاهی بازگشت از روشهای پیشین کسب دلیل لازم می آید.

عنوان انگلیسی Fighting Corruption in the Light of International Documents and Police in Implementation of the Second Step Revolution Statement
چکیده انگلیسی مقاله Corruption is a global phenomenon that takes shape depending on cultural,
political and economic formations and manifests itself in various forms.
In the statement of the second step of the revolution, the Supreme Leader
of the Revolution gave the necessary advices and recommendations in
order to spread justice and fight corruption. As corruption is considered a regional
and international affair, several documents have been adopted to anticipate anticorruption
mechanisms that, given the prevalence and variety of corruptionrelated
crimes, could accelerate the realization of the second step of the revolution
statement. Therefore, the main purpose of this article is to review the provisions of
the recommendations and how to apply and interact with the goals of the Supreme
Leader. The present research is based on a descriptive-analytical method and in the
form of a library in response to the lack of implementation of recommendations
and its national framework in the form of a second step statement. Given the
role of the police, as a regulatory body under the executive and judiciary (law
enforcement and general and special officers), in the fight against corruption,
several components can be effective in improving the functioning of the police:
take measures to ensure the effectiveness of investigative authorities, efficient use
of traditional and modern research methods, measures to ensure the efficiency
of research, protect intuition and evidence, and ultimately reverse the burden
of proof. Accordingly, the police and its investigations, before (to prevent the
possible occurrence of corruption) and after the discovery of crime (to prevent the
spreading deprivation of public trust in the elements of the administrative system),
are among the most important criminal responses to corruption. The importance
of the investigation phase, given the complexity and sometimes transnational
nature of corruption, doubles the need to adhere to international instruments,
including the Merida Convention. Therefore, for the research and efficiency of
the monitoring devices and their determination in line with the statement of the
second step of the revolution, it is necessary to update the research methods and
functionalism and sometimes to deviate from the previous traditions of obtaining
evidence.
