عنوان فارسی سیر تطور مکاتب اقتصادی و الزام شکل‌گیری مکتبی نوین (مسئله شناسی و بیان شواهد تجربی)
چکیده فارسی مقاله هر تحقیق علمی با مسئله‌ای آغاز می‌شود و گاه طرح یک سؤال جدید، خود یک نوآوری بزرگ در فرایند انجام تحقیقات است. مرور بن انگاره‌ها و ساختمان فکری مکاتب اقتصادی در سیر تطورشان از مکتب کلاسیک با بنیان‌گذاری آدام اسمیت گرفته تا مکتب تاریخی آلمان، مکتب اتریش و مکتب نهادی، نشان می‌دهد که اگرچه تمامی این مکاتب وعده آرامش و امنیت بشریت را سر داده‌اند، اما انسانِ برخوردار از نبوغ و قوای پیچیده ذهنی، ظرفیت‌ها، توانمندی‌ها و مهارت‌ها، گمشده در تمامی آن‌ها است. انسانی که بنا به گفته کانت، غایت خلقت او، تحقق آزادی در هر دو وجه سلبی و ایجابی است. آزادی سلبی به‌عنوان وجهی از آزادی که مسئولیت تحقق آن بر دوش حاکمیت‌هاست و مستلزم فراهم آمدن شرایط مناسب در محیط پیرامونی برای انتخاب آزادانه است، آزادی که در پناه حاکمیت قوانین و مقررات و یا به تعبیری نهادهای بیرونی، امکان نظم دهی به تعاملات انسانی را فراهم ساخته و فرد را از تعدی و تعرض دیگران در امان می‌دارد؛ اما آزادی در وجه ایجابی آن دربردارنده معنای عمیق‌تری است. به‌واقع عدم مسخ انسان در هر اندیشه، نظام و ایدئولوژی است که ساخته‌وپرداخته و دست‌ساز انسانی است، آزادی که امکان گذر از دل‌بستگی‌ها و تعلقات جهان محسوسات را فراهم نموده و تمام تلاش فرد را معطوف به شناخت خویشتن خویش می‌نماید؛ شناختی که دستیابی به آن، گم‌شده‌ی بشر مدرن امروزی است. با تحقق این وجه از آزادی است که امکان سلطه بر اندیشه‌ها و چارچوب‌های فکری فراهم‌شده و درنتیجه‌ی این آرامش درونی، زمینه خلق و خلاقیت و اعتلای روح، هم برای خود فرد و هم برای دیگران فراهم می‌گردد. حال پرسش اینجاست که کدام‌یک از این مکاتب توانسته است آزادی از سلطه قدرت‌ها و تعدی‌های بیرونی و آزادی برای اعتلای درونی را برای بشر تأمین و تضمین نماید؟ مسئولیت تحقق این مأموریت و آرمان بشریت بر عهده کیست؟ گویا دنیای کنونی و نظام‌های اقتصادی، اجتماعی و سیاسی در جریان، پرداختن به این مسئولیت خطیر را رها کرده‌اند و به حدی‌ترین و نازل‌ترین وجه حقوق انسانی یعنی حقوق طبیعی و آزادی بدون قید و شرط تحت عنوان "لیبرالیسم اقتصادی" بسنده کرده‌اند و آنچه را که مغایر با ماهیت واقعی انسانی است به‌اجبار بر او تحمیل نموده‌اند. آن‌چنان‌که مرور شواهد و مصادیق عینی بسیار از اندیشمندان و فلاسفه مهم نشان می‌دهد که تمامی نظام‌های اقتصادی که در تدارک شادمانی، آرامش و رفاه برای بشریت‌اند، نه‌تنها سلطه کشورهای قدرتمند بر دیگر کشورها و بر هم نوعان خود را ترویج کرده‌اند، بلکه نگاه ابزارگرایانه به انسان را که «بالذات برای تعالی» آفریده شده است را اساس برای حفظ ایدئولوژی موردنظر خویش قرار داده‌اند و از تجلی روح آزادی و آزادگی در این جوامع خبری نیست. لذا پرداختن به این غفلت مهم در مکاتب اقتصادی و تشریح آن با قرارگیری در موضعی بی‌طرفانه و با استناد به شواهد علمی و عینی، مسئله مهم در این مقاله است.

Reviewing the concepts and intellectual structure of economic schools in their development from the classical school founded by Adam Smith to the German historical school, the Austrian school and the institutional school, shows that although all these schools have promised the peace and security of humanity, the human being with Genius and complex mental powers, capacities, abilities and skills are missing in all of them. According to Kant, the human being, the goal of his creation is the realization of freedom in both negative and positive aspects. Negative freedom as a form of freedom that is the responsibility of the governments and requires the provision of suitable conditions in the surrounding environment for free choice, freedom that provides the possibility of regulating human interactions under the protection of the rule of laws and regulations or in other words external institutions. made and protects the person from the aggression of others; But freedom in its positive aspect contains a deeper meaning. In fact, the non-transformation of man is in every thought, system and ideology that is made and developed by human hands, the freedom that provides the possibility of passing through the attachments and ties of the world of the senses and directs all the efforts of a person to know himself; A knowledge that is missing for today's modern man.With the realization of this aspect of freedom, the possibility of mastery over thoughts and intellectual frameworks is provided, and as a result of this inner peace, the field of creation and creativity and the elevation of the soul is provided, both for the individual and for others. Now the question is, which of these schools has been able to secure and guarantee freedom from the domination of external powers and encroachments and the freedom for internal elevation for mankind? Who is responsible for the fulfillment of this mission and the ideal of humanity? It seems that the current world and the current economic, social and political systems have given up on this serious responsibility and have settled for the lowest and lowest aspect of human rights, i.e. natural rights and unconditional freedom under the title of "economic liberalism" and what It is contrary to the true nature of a human being, they forced him.As the review of evidence and concrete examples of many important thinkers and philosophers shows that all economic systems that provide happiness, peace and prosperity for humanity have not only promoted the dominance of powerful countries over other countries and over their own kind, but also instrumentalist view of Man, who was created "essentially for excellence", has been made the basis for maintaining their desired ideology, and there is no sign of the spirit of freedom in these societies. Therefore, dealing with this important neglect in economic schools and explaining it by being in a neutral position and citing scientific and objective evidence is an important issue in this article.
