عنوان فارسی کاربرد رهیافت مارکوف سوئیچینگ برای شناسایی میزان تأثیرپذیری قیمت جو از نرخ ارز ترجیحی
چکیده فارسی مقاله واردات جو دامی به عنوان یکی از نهاده‌های اصلی خوراک دام، طی سال‌های 1398 تا 1400 از نرخ ارز ترجیحی برخوردار شده است. پرسش اساسی آن است که آیا این تخصیص توانسته است به قیمت نهایی آن منتقل شود یا خیر. برای پاسخ به این سوال از داده‌های سری زمانی با تواتر ماهانه قیمت جو دامی، قیمت جهانی آن و نرخ ارز رسمی طی دوره فروردین 1388 تا آذر 1398 و الگوی غیرخطی تغییر رژیم مارکوف سویچینگ  (MSIAH)، استفاده شده است. یافته‏ها نشان داده است که برای کالای جو دامی، عبور نرخ ارز در سه (3) رژیم مختلف و به صورت نامتقارن روی داده است. همچنین در هیچ یک از رژیم‌ها، عبور کامل روی نداده‌ و رژیم‌های شناسایی‏شده، پایدار بوده است. در کوتاه‏مدت، عبور نرخ ارز به قیمت جو در رژیم‌ اول معنی‌دار و برابر دو درصد (2%) بوده است. در بلندمدت نیز، میزان عبور در این رژیم‌، برابر چهار درصد (4%) بوده است. با توجه به این که قیمت جو، میزان و دوره‌ی عبور نرخ ارز ترجیحی بسیار پایینی و کوتاهی داشته است، لذا پیشنهاد می‌شود از تخصیص دوباره ارز با هر گونه نرخ ترجیحی به این نهاده خودداری شود. از آنجایی که با آزادسازی نرخ واردات جو، هزینه تولید گوشت قرمز افزایش می‌یابد از این رو پرداخت جبرانی به خانوارها به عنوان حلقه پایانی مصرف و کمک به تأمین مالی تولیدکنندگان به عنوان تقاضا کنندگان نهاده‏‌های وارداتی، پیشنهاد می‌‌شود.

عنوان انگلیسی Application of Markov Switching Approach to identify the Impacts of Preferred Exchange Rate on Barley price
چکیده انگلیسی مقاله The import of Barley, as one of the main inputs of animal feed, has done by a preferential exchange rate during 2018 to 2019. The main question is whether this allocation was able to be transferred to its price or not. To answer this question, time series data with monthly frequency of the price of barley, its world price and the official exchange rate during the period of Farvardin 2009 to Azar 2019 and the nonlinear model of Markov switching regime change (MSIAH) have been used. The results indicated that for the barley, the exchange rate has passed in three (3) different regimes and asymmetrically. Also, in none of the regimes, complete transition did not occur and the regimes identified were stable. In the short term, exchange rate to barley price in the first regime was significant and equal to two percent (2%). In the long term, the rate of passing in this regime was equal to four percent (4%). Due to the fact that the price of Barley, the amount and the period of passing of the preferred exchange rate have been very low and short, therefore it is suggested to refrain from re-allocating the currency with any preferential rate to this input. Since the cost of red meat production increases with the liberalization of the barley import rate, it is suggested to pay compensation to households as the final link of consumption and to help finance the producers as the demanders of imported inputs.
