عنوان فارسی جایگاه‌های پارلمانی و مسئله منبع مشاع در فرایند تصویب بودجه عمرانی؛ مطالعه موردی دوره نهم و دهم مجلس شورای اسلامی
چکیده فارسی مقاله یکی از چالش‌های مهم مدیریت کلان اقتصاد ایران، مسئله انباشت پروژه‌های عمرانی نیمه‌تمام، افزایش مدت اجرای پروژه‌ها و تأخیر در بهره‌برداری و بنابراین، بروز ناکارایی و پیامدهای تورمی است. در کنار تمام مشکلات قانونی، فنی و اجرایی، نقش کنشگران قوه مقننه در فرایند تصویب پارلمانی بودجه کل کشور ذیل مفهوم مسئله منبع مشاع، ناظر به انگیزه‌های انتخاباتی و خدمت‌رسانی نمایندگان مجلس شورای اسلامی برای بهره‌برداری از بودجه قابل توجه است. در واقع، بخش زیادی از فرایند گزینش و تأمین اعتبار بودجه‌ای پروژه‌های عمرانی، حاصل مناقشات بازتوزیعی و فشار گروه‌های ذی‌نفع بوده و لزوماً توجیه اقتصادی- اجتماعی ندارند. رویکرد این مقاله، بررسی اثرگذاری مؤلفه‌های موقعیتی نمایندگان دوره نهم و دهم مجلس شورای اسلامی (1391-1398) بر افزایش بودجه عمرانی 31 استان کشور از محل درآمدهای ملی در فرایند تصویب بودجه 1392-1399 خواهد بود. منظور از مؤلفه‌های موقعیتی، حضور نمایندگان استان‌ها در جایگاه‌های ویژه پارلمانیِ مؤثر بر فرایند تصویب بودجه و نیز برخورداری از امتیاز ارشدیت تعریف شده است. نتایج به‌دست آمده از برآورد مدل داده‌های پانل برای دوره مزبور، اثرگذاری این مؤلفه‌ها را بر افزایش بودجه عمرانی استانی مورد تأیید قرار می‌دهد. پیشنهاد مقاله، اصلاح آیین‌نامه داخلی مجلس و یا مستندسازی تغییرات ردیف‌های بودجه در جهت شفاف‌سازی کنش بودجه‌ای نمایندگان است.

عنوان انگلیسی Parliamentary Positions and the Common Pool Problem in the Construction Budget Approval Process; A Case Study of the 9th and 10th Periods of Iran’s Islamic Consultative Assembly
چکیده انگلیسی مقاله According to inefficiency and inflationary consequences, Massive half-finished construction projects are one of the important challenges of Iran's macroeconomic concerns. Along with some legal, technical and executive challenges, the role of legislative branch actors should be considered too. Indeed, the parliamentary approval process present the total budget as a common pool. So, representatives face incentives to use their influence in Budget Approval Process in line with their constitutional or electoral aims. In fact, the process of selection and funding of construction projects is almost always the result of redistribution disputes and the pressure of interest groups, and sometimes without any economic-social justification. This article is about to study the influence of MPs’ parliamentary position in Iran’s Islamic Consultative Assembly (2012-2019) in increasing the figures of the appendix documents of national budget bill related to funding construction budget from the national income. By parliamentary position we mean the presence of provincial representatives in special parliamentary positions affecting the budget approval process, as well as having the seniority privilege. The results from using panel data model confirm these effects in sample periods on provincial construction budget. The proposal of the article is to amend the internal regulations of the parliament or to document the changes in the budget lines in order to clarify the budgetary action of the representatives.
