چکیده فارسی مقاله امروزه، سازمان‌ها بدون برنامه‌ریزی دقیق امور، ارزیابی و اندازه‌گیری خروجی‌ها، امکان ادامه حیات ندارند. برنامه‌ریزی در فضای پیچیده و پر تلاطم امروزی، مستلزم آگاهی از فرصت‌ها و تهدیدها و پیش‌بینی شیوه مواجهه با آن‌هاست. در ادامه نیز، از کنترل بعنوان یکی از مهم‌ترین روش‌های سنجش میزان تحقق برنامه‌ها استفاده می‌شود. به‌عبارت‌دیگر، کنترل در واقع؛ نظارت، سنجش و ثبت نحوه انجام فعالیت‌هاست تا از آن طریق برنامه کنترل شود.

در این مقاله که از نوع آمیخته است، با هدف طراحی الگوی راهبردی کنترل برنامه در ن.م.، از روش داده‌بنیاد و نظرات خبرگان و مطالعات کتابخانه‌ای استفاده شده است. در این راستا تعداد 133 شاخص(کد) احصا گردید که در ادامه با توزیع پرسشنامه بین تعداد 43 نفر از خبرگان و متخصصان امر و با استفاده از تحلیل‌های آماری، الگوی راهبردی کنترل برنامه در نیروهای مسلح ارائه گردیده است. الگوی حاصل شامل ابعاد کنترل بر تدوین، کنترل بر پیاده‌سازی، کنترل بر دستاوردها و کنترل بر ارزیابی و بازخورد بوده که هر یک نیز دارای مولفه و شاخص‌هایی می-باشند. این الگو ضمن انطباق با ویژگی‌ها و نیازمندی‌های نیروهای مسلح، با مبانی و اصول حاکم بر این نیروها منطبق بوده و زمینه هماهنگی و یکپارچگی عمودی و افقی بین ابعاد و سطوح کنترل برنامه را فراهم می‌کند.

چکیده انگلیسی مقاله Today, organizations can not survive without careful planning, evaluation and measurement of output. Planning in today's complex and turbulent environment requires being aware of opportunities and threats and anticipating how to deal with them. Furthermore, control is used as one of the most important methods to measure the realization of programs. In other words, control in fact; Monitoring, measuring and recording how activities are performed to control the program.

In this mixed article, with the aim of designing a strategic model of program control in N.M., the data-based method and the opinions of experts and library studies have been used. In this regard, 133 indicators (codes) were counted, which were then distributed by a questionnaire among 43 experts and specialists and using statistical analysis, a strategic model of program control in the Armed Forces is presented. The resulting model includes the dimensions of control over development, control over implementation, control over achievements, and control over evaluation and feedback, each of which has its own components and indicators. This model, while adapting to the characteristics and needs of the Armed Forces, is consistent with the principles and principles governing these forces and provides the basis for vertical and horizontal coordination and integration between the dimensions and levels of program control.
