عنوان فارسی شناسایی و تدوین راهبرد بهینه حمل و نقل (مطالعه موردی: شهر ساوه)
چکیده فارسی مقاله رشد روزافزون جمعیت سبب افزایش تقاضای سفر و متعاقب آن، استفاده از وسایل نقلیه شخصی به‌طور چشمگیر افزایش‌یافته است. این امر فشار حاصل بر شبکه‌های موجود حمل‌ونقل را چند برابر نموده است. مسائل و مشکلات مربوط به حمل‌ونقل از قبیل تراکم، افزایش زمان‌های تلف‌شده، تصادفات، تخلفات، آلودگی‌های زیست‌محیطی، کاهش منابع انرژی و روند رشد سریع تقاضای حمل‌ونقل، افزایش تعداد خودرو بدون توجه به زیرساخت‌ها و انجام فرهنگ‌سازی و آموزش مناسب باعث شده تا بهینه‌سازی حمل‌ونقل یکی از مهم‌ترین مسائل پیش روی اغلب شهرهای توسعه‌یافته و درحال‌توسعه باشد. در خصوص شهر ساوه نیز می‌توان گفت که شهری درحال‌توسعه و با رشد سریع هست با توجه به شرایط خاص بیش از سایر شهرهای هم‌طراز از مشکل ترافیک رنج می‌برد. پژوهش حاضر با استفاده
 از روش توصیفی- تحلیلی و با همکاری 23 نفر از نخبگان، متخصصان و متولیان امر ترافیک شهر ساوه که با کمک تکنیک دلفی دومرحله‌ای و با استفاده از مدل SWOT نقاط ضعف، قوت، تهدیدات و فرصت‌های سیستم حمل‌ونقل شهر ساوه احصا گردید که راهبردهای ترکیبی شناسایی و درنهایت با تشکیل ماتریس QSPM اقدام به اولویت‌بندی راهبردهای پیشنهادی شده است؛ که با توجه به یافته‌ها، موقعیت راهبردی ترافیک ساوه در موقعیت تدافعی قرار داشته است، هدف کلی این راهبرد کاهش ضعف‌های سیستم و خنثی‌سازی تهدیدات است؛ که مهم‌ترین اولویت ضرورت استفاده از سیستم‌های کنترل و مدیریت هوشمند حمل‌ونقل می‌باشد.

چکیده انگلیسی مقاله The ever-increasing growth of the population has caused an increase in the demand for travel and subsequently, the use of personal vehicles has increased significantly. This has multiplied the pressure on the existing transportation networks. Issues and problems related to transportation, such as congestion, increase in lost time, accidents, violations, environmental pollution, reduction of energy resources and the rapid growth of transportation demand, increase in the number of cars regardless of infrastructure and culturalization and Proper education has made transportation optimization one of the most important issues facing most developed and developing cities. Regarding Saweh, it can be said that it is a developing and fast-growing city due to the special conditions of more than other parallel cities suffer from traffic problems. Research using the descriptive-analytical method and with the cooperation of 23 elites, experts and custodians of Shahr-Saweh traffic, who with the help of the two-stage Delphi technique and using the SWOT model, the weaknesses, strengths, threats and opportunities of Shahr-Saweh's transportation system. It was found that the combined strategies have been identified and finally, by forming the QSPM matrix, the proposed strategies have been prioritized. According to the findings, the strategic position of Saveh traffic has been in a defensive position, the overall goal of this strategy is to reduce system weaknesses and neutralize threats. The most important priority is the need to use intelligent transportation control and management systems.
