عنوان فارسی بررسی نهادینه سازی اصول و مبانی برنامه ملی جنگل در ایران
چکیده فارسی مقاله چکیده سابقه و هدف: برنامه ملی جنگل به عنوان یک ابزار مفهومی و سیاسی بعد از تصویب در نشست نوزدهم مجمع عمومی سازمان ملل در ژوئن 1997 جهت تحقق اهداف مدیریت پایدار جنگل پیشنهاد شد. به منظور تهیه یک برنامه منطبق و هدفمند، مفاهیم، الزامات و اولویت‌های مخصوص هر کشور مربوطه لحاظ می‌شود. این برنامه شامل سیاست‌ها و راهبردهای مدیریت جنگل‌ها برای تمام سطوح ملی تا محلی است. پشتوانه اجرای این سیاست‌ها و راهبردها، اصول و مبانی برنامه ملی جنگل هستند که با نهادینه‌سازی آنها در قوانین این هدف تحقق می‌یابد. بر این اساس در این تحقیق نهادینه شدن اصول و مبانی برنامه ملی جنگل در سیاست‌ها و قوانین کشور مورد بررسی قرار گرفته است. مواد و روش‌ها: به این منظور سیاست‌های کلان، برنامه‌های توسعه ملی شامل برنامه اول، دوم، سوم، چهارم و پنجم توسعه اقتصادی، اجتماعی و فرهنگی و قوانین مرتبط با مدیریت جنگل‌ها بر مبنای دیدگاه روش مدیریت فرآیندی و با استفاده از تکنیک تحلیل محتوا و به روش کیفی مورد بررسی قرار گرفت. بر این اساس عناصر قانونی تعیین کننده ساختار و فرآیند مرتبط با اصول و مبانی برنامه ملی جنگل شامل مشارکت، حقوق مالکیت و ارتفاق، آموزش و اطلاع‌رسانی، تمرکززدایی، تامین مالی، آمایش‌سرزمین، ارزیابی پیامدهای زیست‌محیطی و ارزش‌گذاری منابع جنگلی استخراج و بررسی شد. یافته‌ها: براساس نتایج تحقیق، ساختارها و فرآیندهای لازم مرتبط با هر یک از اصول و مبانی برنامه ملی جنگل در قوانین مدیریت منابع جنگلی کشور تعریف و نهادینه شده است. اصل مشارکت به عنوان مهمترین اصل و هدف برنامه ملی جنگل در قوانین کشور تعریف شده است و بر همین اساس سایر اصول و مبانی در قوانین تعریف شده‌اند. اتکاء به آراء عمومی در اداره امور کشور و ایجاد مشارکت در برنامه‌ریزی، تصمیم‌گیری، اجرا و نظارت از طریق ایجاد ساختارهایی به صورت تعاونی‌های تولیدی و اقتصادی، تشکل‌های تخصصی، شوراهای روستایی و بسیج محلی در قوانین نهادینه شده‌اند. بر همین اساس ساختارها و فرآیندهای ظرفیت‌ساز برای توسعه مشارکت شامل آموزش و اطلاع‌رسانی، تمرکززدایی و تامین مالی در قوانین تعریف شده‌اند. همچنین ساختارها و فرآیندهای لازم برای حفاظت جنگل‌ها از نتایج اقدامات توسعه‌ای و عمرانی در قالب مبانی آمایش سرزمین، ارزیابی پیامدهای زیست‌محیطی و ارزش‌گذاری منابع جنگلی در قوانین تعریف شده‌اند. نتیجه گیری: با توجه به ساختار‌ها و فرآیندهای قانونی موجود برای اصول و مبانی برنامه ملی جنگل، پشتیبان قانونی برای راهبردهای مبتنی بر اصول و مبانی برنامه ملی جنگل در سیاست‌ها و قوانین کشور وجود دارد. واژه‌های کلیدی: برنامه ملی جنگل، اصول و مبانی، سیاست‌ها و قوانین، نهادینه‌سازی.

چکیده انگلیسی مقاله Abstract Background: After United Nations Conference on Environment and Development (UNCED- 1992) aims and approaches of sustainable development were determined. In this context, national forest programme as an conceptual and political tool was defined to implement UNCED's aims about sustainable forest management. In 19th session of UN general assembly in June 1997, countries were invited to prepare their national forest programmes. According to this, countries have taken their efforts to prepare their nfp. Also countries have tried to localize NFP with regard to their needs and priorities to get a adaptive NFP. According to the NFP's definitions, NFP consist of policies and approaches for all level, national until local. The support of these polices and approaches to get sustainable forest management are principles. Nevertheless, the role of this principles has not determined. In this regard, to prepare a nfp, at first, these principles must be defined, and then institutionalized. In this study, the role and relations of principles defined and then their institutionalizing in the components of forest resources management, consist of structures and processes defined. Materials and methods: To assessment the institutionalizing of principles, the national policies, development programmes and acts related to forest management were studied from structure and process definition aspects. In this regard, Process Management with Context Analysis technique were used to distinguish structures and processes related to principles that have ruled until now. The principles that studied in this research are participation, customary rights, capacity building, education, decentralization, financing, land use planning, environmental impact assessment and valuation and accounting of forest products and services. Results: According to the results, structures and processes related to the principles and bases of NFP in the national policies, development programmes and acts related to forest management were defined and institutionalized. Conclusion: To get a complete forest management system, making relation between actions in forestry plans and principles and bases is necessary.
