عنوان فارسی ارائه عوامل شکل‌گیری نظام مسائل راهبردی در نیروهای مسلح ج.ا.ایران و تأثیر آن بر خط‌مشی‌گذاری
چکیده فارسی مقاله دامنه استنتاج یک مسئله راهبردی، به‌ویژه در مراحل اولیه، می‌تواند وسیع و پراکنده باشد و ازآنجاکه از پیش تعریف‌شده نیست، برخی ادراک‌ها یا اختصاص معانی به این مسائل، برای طراحی، انتخاب و به‌کارگیری راه‌حل برای آن‌ها لازم است. اهمیت شناسایی عوامل شکل‌گیری مسائل راهبردی ازآنجا ناشی می‌شود که ازنظر برخی اندیشمندان دارای اثری خاص بر راهبرد‌های سازمان می‌باشد و می‌تواند ضعف‌ها، قوت‌ها، تهدیدات یا فرصت‌هایی را پیشروی تصمیم‌گیرندگان جهت خط‌مشی‌گذاری در سازمان قرار دهد. مسائل راهبردی در نیروهای مسلح ج.ا.ا. همواره ذهن فرماندهان و مدیران را به خود معطوف داشته است و درواقع نوع نگاه فرماندهان و مدیران به موضوع‌ها و مسائلی که پیش روی نیروهای مسلح ج.ا.ا. وجود دارند، چگونگی تشخیص این مسائل و شکل‌گیری آن‌ها و عواملی که در این راه نقش ایفا می‌کنند، در اتخاذ تصمیم‌های راهبردی و خط‌مشی‌گذاری نقش بسزایی دارند. این پژوهش ضمن شناسایی و برشماری عوامل شکل‌گیری نظام مسائل راهبردی در نیروهای مسلح ج.ا.ا.، تأثیر آن‌ها را بر خط‌مشی‌گذاری بررسی می‌نماید. به این منظور محقق برای بهره‌گیری از روش تحقیق «توصیفی- تحلیلی، پیمایشی» پس از گویه‌سازی از متغیرهای تحقیق، با توزیع پرسشنامه‌ای در قالب ماتریسی به ابعاد 10 در 5، بین افراد خبره و صاحب‌نظر مرتبط با موضوع در قالب نمونه آماری 80 نفری استفاده نمود. در پایان نتیجه می‌گیرد که از عوامل شکل‌گیری نظام مسائل راهبردی در نیروهای مسلح ج.ا.ا. عوامل «تدابیر و مطالبات فرمانده معظم کل قوا (مدظله‌العالی)، اسناد بالادستی و ارکان جهت ساز»، «فناوری‌های نوظهور، شالوده شکن یا بَرهم‌زن» و «پایش محیطی و تحلیل‌های راهبردی» بیشترین تأثیر را بر خط‌مشی‌گذاری دارند که البته توجه ویژه فرماندهان و مدیران عالی نیروهای مسلح را نیز در این موارد می‌طلبد.

چکیده انگلیسی مقاله The scope of inferring a strategic problem, especially in the early stages, can be wide and scattered, and since it is not predefined, some perceptions or assigning meanings to these problems are necessary to design, select and apply a solution for them. The importance of identifying the formation factors of strategic issues comes from the fact that, according to some thinkers, it has a special effect on the organization's strategies and can identify weaknesses, strengths, threats or opportunities for the decision makers to make policy in the organization. Strategic issues in the J.A.A. armed forces. The minds of the commanders and managers have always been focused on themselves, and in fact, the way the commanders and managers look at the issues and issues facing the armed forces of J.A.A. exist, how to recognize these issues and their formation and the factors that play a role in this way, play a significant role in making strategic decisions and policy making.
This research, while identifying and enumerating the factors of formation of the system of strategic issues in the armed forces of J.A., examines their effect on policy making. For this purpose, the researcher used the "descriptive-analytical, survey" research method, after itemizing the research variables, by distributing a questionnaire in the form of a 10 x 5 matrix among experts and experts related to the subject in the form of a statistical sample of 80 people. did In the end, it is concluded that among the factors of formation of the system of strategic issues in the armed forces of J.A.A. The factors of "Measures and demands of the Supreme Commander-in-Chief (Supreme Commander-in-Chief), high-level documents and directional elements", "emerging, disruptive or disruptive technologies" and "environmental monitoring and strategic analysis" have the greatest impact on policy making, which, of course, are the special attention of commanders and He also requires the top managers of the armed forces in these cases.
