عنوان فارسی رویکردهای ارتقای همکاری بین بخشی در سلامت از طریق شورای عالی سلامت و امنیت غذایی کشور
چکیده فارسی مقاله زمینه و هدف: همکاری بین بخشی و مشارکت مردم دو راهبرد اصلی در برقراری عدالت در سلامت است. مطابق قانون برنامه چهارم توسعه، شورای عالی سلامت و امنیت غذایی کشور(شورای عالی) به عنوان سیاستی برای توسعه همکاری بین بخشی شکل گرفت. بررسی دیدگاه‌های اعضای کمیسیون دایمی این شورای عالی می تواند مسیر روشنی را پیش روی مسؤولان ارشد وزارت بهداشت، برای ارتقای سلامت مردم گذارد. روش کار: مطالعه توصیفی و کیفی بود. اطلاعات از طریق مصاحبه ساختارمند با اعضای کمیسیون دایمی شورای عالی و تحلیل محتوای اسناد مرتبط به خاستگاه و عملکرد آن از بدو تاسیس گردآوری شد. مصاحبه ها با تعیین قلمروهای اصلی تحلیل و جمع بندی شده اند. نتایج: اغلب اعضای کمیسیون دایمی اثر بخشی شورای عالی را کم و خیلی کم می دانند. تعیین اولویت های سلامت و سپس تکالیف یا انتظارات از هر دستگاه به عنوان اولین گام پیشنهاد شد. الزام دستگاه ها در معرفی یک نماینده دائم و ثابت، ایجاد کارگروه‌های کارشناسی برای پخته شدن موضوعات، تشکیل جلسات منظم در دبیرخانه و اطلاع رسانی مستمر به اعضا، تقویت ساختار متناظر در استان ها و تفویض اختیار به آنان و وصل شدن شورا به کمیته علمی ثابت از نخبگان سلامت از جمله راهکارهای پیشنهادی بود. نتیجه گیری: عملکرد شورای عالی با اثربخشی مورد انتظار قانون گذار فاصله دارد. استقرار دبیرخانه این شورا با نیروی کارشناسی و نظام کاری ویژه «همکاری بین بخشی» تا حد زیادی ضعف ها را پوشش می دهد. تعریف نقش ها و انتظارات دوره‌ای از دستگاه ها، توانمندسازی رابطان سلامت وزارت خانه ها و سازمان ها و تشویق دستگاه هایی که مشارکت موثر داشته اند، همکاری را مستحکم تر و مداوم تر می‌کند.

چکیده انگلیسی مقاله Background and Aim: Intersectoral Collaboration and Community Participation are two main strategies for sustaining equity in health. Based on the 4th 5years country development plan, Health and Food Security High Council(HC) as a strategy for developing intersectoral collaboration. Reviewing members' opinions of HC may show the clear way of improving intersectoral collaboration for health promotion of the population to senior officials of Ministry of Health and Medical Education. Materials and Methods: This was a descriptive and qualitative study. Information were gathered by structured interview to HC members and content analysis of the documents and gray materials related to initiation and performance of the HC since it's opening. Content analysis and adding up the interviews were done by hand after defining the main domains. Results: Most of HC members believed that the HC effectiveness is very low or low. For the 1st step, defining health priorities and then responsibilities and expectations of each organization were proposed. Organizations necessity to introduce a sustained representative, creating taskforces for deep working on the issues, regular meeting in secretariat, concurrent information sharing to the members, strengthening similar structure in provinces and giving more authority to them and connecting the council to the scientific committees of health elites are main improvement approaches. Conclusion: There is gap between the performance of the HC and the law makers' expectations. Implementing secretariat of HC including expertise and special working system of intersectoral collaboration will mostly cover the weakness. Defining periodical roles and expectations of organizations and capacity building of health collaborators of the ministries and organizations, and incentivizing organization which have effective contribution, will strengthen and continue the collaboration more.
