عنوان فارسی توان‌سنجی و برنامه‌ریزی گردشگری شهر کاشان
چکیده فارسی مقاله گردشگری به عنوان صنعتی نوپا در جهان، در ردیف یکی از سه منبع درآمدی اول به شمار می آید ولی در ایران به دلایل فراوان هنوز جایگاه واقعی خود را پیدا نکرده است. شهرستان کاشان با وجود شرایط جغرافیایی و تاریخی مناسب و برخورداری از معماری اصیل ایرانی، خانه‌های تاریخی، مساجد، بازار، تپه‌های باستانی، صنایع دستی منحصر به فرد، آیین‌ها و مراسم خاص مانند گلابگیری و صدها جاذبه تاریخی، فرهنگی و طبیعی دیگر، نتوانسته است هماهنگ با این قابلیت‌های بسیار بالا، صنعت گردشگری(خارجی و داخلی) خود را متحول سازد. این تحقیق با هدف یافتن پاسخ این سؤال که چه عامل یا عواملی باعث شده است تا این سرزمین از مزایای متعدد گردشگری بی بهره بماند؟ تهیه شده است. همچنین چگونه می توان ضمن بهره مندی از منافع حاصل از گردشگری تاریخی- فرهنگی منطقه از میزان اثرات سوء گردشگری در منطقه کاست و در راستای پایداری شهر بهره مند شد؟ این پژوهش بر اساس روش سیستمی و کارکردشناسی است و برای تجزیه و تحلیل داده‌ها از نرم افزار SPSS و برای تحلیل مکانی و استقرار نقاط بر روی نقشه از نرم افزار ARC GIS استفاده شده است، همچنین به بررسی یافته‌های مطالعات کتابخانه ای و نتایج یک بررسی میدانی از طریق توزیع پرسشنامه بین گردشگران و همچنین مصاحبه با کارشناسان مختلف پرداخته و ضمن شناسایی جنبه‌های مختلف موضوع به چگونگی ارتباط بین برنامه ریزی اصولی و به ویژه تهیه و اجرای طرح جامع گردشگری شهرستان کاشان با توسعه صنعت گردشگری و امکان جذب گردشگر در بخش مرکزی این شهرستان(شهر کاشان) می پردازد. نتایج پژوهش حاضر نشان می دهد که باوجود آن که شهرستان کاشان و بخش مرکزی آن توانسته انبوه گردشگران تاریخی- فرهنگی را از لایه‌های متفاوت اقتصادی جامعه جذب نماید، اما همچنان با عدم توسعه صنعت گردشگری در منطقه رو به رو بوده و شهر، گرفتار ناپایداری‌های متعدد زیست محیطی و اکولوژیکی، اجتماعی و فرهنگی از جمله اسکان غیر رسمی گردشگران است. عمده این ناپایداری‌ها ناشی از تعدد مراکز تصمیم گیری، گسستگی در مدیریت شهری و عدم مدیریت یکپارچه بین سازمان‌ها و دستگاه‌های دولتی و غیر دولتی تصمیم گیر در خصوص امور گردشگران و گردشگری و وجود برخی موازی کاری‌ها است ، لذا ضروری است تا با تهیه و اجرای طرح جامع گردشگری شهرستان کاشان، نهادی فراسازمانی متشکل از کلیه سازمان‌ها و دستگاه‌های مسئول در امر مدیریت شهری تشکیل شود تا این نهاد فرادست بتواند برای برقراری یک ارتباط سازمان یافته اجزاء و کارکردهای گردشگری تاریخی- فرهنگی به نفع تقویت مدیریت یکپارچه گردشگری در راستای توسعه پایدار شهر و منطقه که جدای از کارکرد گردشگری نیست، فعالیت و تلاش نماید.

This study is based on systematic and Science works method, and data analysis and SPSS software to analyse spatial locations on the map and the establishment of ARC GIS software is used to review the findings and results of a study of library field by distributing questionnaires among tourists as well as interviews with various experts addressed, and identify the various aspects of how the relationship between subject and planning principles, especially preparation and implementation of tourism master plan the city of Kashan and the possibility of developing tourism industry in attracting tourists Central city (Kashan) deals. Therefore is necessary to prepare and implement a comprehensive tourism plan the city of Kashan, institutional Organizational learn consists of all organizations and systems responsible for urban management in the formation of this institution to be able to establish an indisputable relationship components and functions of organized tourism historical- cultural benefit of tourism in order to strengthen the integrated management and sustainable development of city tourism region that is apart from the function, activity and effort to.
